About this opportunity

The State of Utah Division of Purchasing, on behalf of the Division of State Parks, is requesting bids under IFB AM27-105 for septic tank and vault toilet waste pumping services at Huntington, Millsite, and Scofield State Parks, with bids due September 10, 2026. This is a lowest-cost single-award procurement with no mandatory site visit requirement.

The contractor must provide all labor, equipment, supervision, transportation, and disposal services for pumping, cleaning, disinfecting, and disposing of waste from septic tanks, vault toilets, dump stations, and lift stations across the three parks. The scope covers an estimated annual volume of approximately 9,000 gallons combined. Services are provided on an as-needed basis; the contractor must confirm receipt of standard service requests within one business day and complete service within one week during standard hours (7:00 AM to 5:00 PM). Emergency services must be completed within 24 hours of notification. The contractor is responsible for obtaining proper licensing, arranging waste transportation in watertight containers, paying all applicable municipal and landfill tipping fees, immediately cleaning and disinfecting any spills, and repairing any damage to park property at its own expense. Invoices must be submitted within seven days of service completion and itemized strictly by volume of waste pumped at the established per-gallon contract unit rate. On-site water will not be provided by the parks.

The contract term is five years with vendors required to guarantee pricing for a minimum of two years. Pricing must be all-inclusive, covering delivery, pumping, travel time, disposal fees, fuel surcharges, environmental fees, and all other associated costs. After the initial two-year guaranteed period, any price adjustment requests require written submission at least 30 days in advance, substantiated by documented market shifts or verifiable increases in municipal disposal fees, and subject to Division of Purchasing approval.

Contractors must maintain workers' compensation insurance, commercial general liability insurance of not less than $1,000,000 per occurrence and $3,000,000 aggregate, and commercial automobile liability insurance of $1,000,000 per occurrence if vehicles are used in performance. The State retains the right to terminate for convenience with thirty days' written notice. Payment is due within thirty days of invoice receipt.
