About this opportunity

The State of Utah Division of Purchasing, conducting the procurement on behalf of the Division of Wildlife Resources, is requesting quotes for aerial seeding of 1,819 acres in Juab County under RFQ AM27-100, with quotes due September 3, 2026.

The scope requires aerial application of a grass and forb seed mix at approximately 10.5 lbs/acre using GPS-equipped aircraft to ensure 100% coverage across Bureau of Land Management lands at elevations between 5,700 and 6,700 feet. The Government supplies pre-mixed seed in bulk totes (approximately 19,100 lbs total); the contractor provides equipment, personnel, and landing logistics. Operations are scheduled October 1–22, 2026, commencing by 8:00 a.m. daily, with work postponed if wind speeds exceed 10 miles per hour. Suitable dirt-road landing locations exist within 2 miles of the site; the nearest airports are Nephi Municipal or Provo Municipal.

Evaluation is based on lowest cost and responsiveness to objective criteria specified in the RFQ. Vendors must submit a single primary bid; multiple or alternate quotes will not be accepted. Only the primary bid is considered if duplicates are submitted.

Seven vendors submitted quotes, ranging from $7.85 to $19.55 per acre and $14,279.15 to $35,561.45 in total cost: Hammond Helicopter LLC ($14,279.15, low bid); Clark Seed ($15,443.31); Mountain Meadow Ag ($18,990.36); SafeChem Pest ($19,554.25); Best Kept Lawns of Utah ($20,863.93); AeroAG Solutions LLC ($21,373.25); and Peak Performance Helicopters LLC ($35,561.45). At the time the bid results were compiled, no vendor had been selected for award.

Contractors must maintain commercial general liability coverage of at least $1 million per occurrence and $3 million aggregate, commercial automobile liability of $1 million per occurrence, and workers' compensation insurance. Payment is due within 30 days of a correct invoice. Contractors must comply with Utah's anti-boycott provisions (including non-boycott of Israel), verify employment through E-Verify, and maintain records for six years post-completion. All delivery is F.O.B. Destination with freight prepaid by the contractor.
