About this file

This is a Scope of Work document prepared by the State of Utah Department of Natural Resources, Division of Wildlife Resources, for an aerial seeding project in Juab County. The project, designated AM27-100 North Moore Aerial Seeding FY27, involves aerial seeding of approximately 1,819 acres located on Bureau of Land Management lands at elevations ranging from 5,700 to 6,700 feet. The contractor must apply a grass and forb seed mix at a rate of approximately 10.5 lbs/acre using aircraft equipped with GPS technology to establish flight lines ensuring 100% coverage. The seeding operation is scheduled for October 1-22, 2026, with work to commence by 8:00 a.m. daily to minimize wind-related seed drift. The Government reserves the right to postpone operations if wind speeds exceed 10 miles per hour. Suitable landing locations exist on dirt roads within 2 miles of the project site, with the nearest airports being Nephi Municipal or Provo Municipal.

The total seed weight to be distributed is approximately 19,100 lbs, with seed supplied by the Government in pre-mixed bulk totes at designated project locations. The contractor is responsible for providing equipment and personnel to unload and load seed. Evaluation of quotes will be conducted based on responsiveness and objective criteria outlined in the Request for Quotes, with award going to the responsive and responsible vendor submitting the lowest cost. Bidders must submit a single quote only, as multiple or alternate bids will not be accepted, and any exceptions to the specifications must be protested in writing to the Division of Purchasing prior to the closing date.
