About this opportunity

The Pinellas County School District is soliciting sealed electronic bids for the supply of new, remanufactured, and rebuilt alternators and starters through Request for Quotation #26-AM-006. The procurement encompasses nine pricing categories covering Leece Neville alternators, miscellaneous alternators, and starters in various conditions, with specific part numbers and amperage specifications provided for each category. Qualified suppliers must be located within 40 miles of the Walter Pownall Service Center in Largo, Florida, and are required to deliver goods to four bus compounds throughout Pinellas County within two calendar days of order receipt with F.O.B. destination pricing. All rebuilt alternators and starters must meet detailed District specifications requiring new OEM or approved after-market components for critical parts such as regulators, bearings, brushes, and solenoids. Bids are due electronically by 3:00 pm on March 24, 2026, through the District's OpenGov Procurement portal, with evaluation and contractor selection occurring between March 25 and April 8, 2026, a Notice of Intent to Award expected on April 17, 2026, and School Board approval estimated for April 28, 2026. The contract period commences May 16, 2026, and concludes May 15, 2027, with the District retaining the right to renew for two additional one-year periods by mutual consent and to unilaterally extend for up to three additional 30-day periods at the same terms and conditions.

All suppliers must comply with Florida's E-Verify system requirements and obtain Level 2 background screening clearance under the Jessica Lunsford Act for any personnel accessing school grounds or students. Bidders must submit required certifications including the Prohibition Against Coercion for Labor and Services Affidavit, Sworn Statement under Section 287.133(3)(a) regarding public entity crimes, Drug Free Workplace Certification, and Deathment Form AD-1048, and must accept purchasing card payments unless exceptions are clearly stated. Contractors must obtain General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, Automotive Liability Insurance with a minimum combined single limit of $300,000, and Workers' Compensation Insurance meeting Florida statutory requirements, with all certificates of insurance filed within ten working days of contract award. The contract is valued at approximately $40,000 annually, excluding renewal options, though actual purchases may vary, and the District may make equitable adjustments to contract terms and pricing if extreme and unforeseen marketplace volatility affects supply or pricing beyond the supplier's control. The District considers prices established by the State of Florida Department of Management Services, Division of Purchasing in its evaluation process, and allows price escalation at renewal periods not to exceed the previous year's Consumer Price Index for All Urban Consumers, provided written notice is given 60 days prior to contract expiration.
