About this opportunity

The City of Tucson is seeking professional design services for the Alamo Wash Greenway Design project through a Request for Qualifications (RFQ No. 240142). The procurement targets a multi-disciplinary consultant team to develop a comprehensive 9-mile urban greenway design through midtown Tucson, with specific requirements including finalizing design concepts, preparing preliminary and final design plans, conducting public engagement, and preparing environmental clearance documents compliant with ADOT/FHWA standards. Key project deliverables include designing a 10-foot wide asphalt shared-use path, bicycle boulevard segments, up to 8 BikeHAWKs, and up to 4 pedestrian and bicycle bridges. The project will be evaluated using a qualitative selection process with three primary criteria: Experience & Qualifications of Team (35 points), Firm Experience on Similar Projects (35 points), and Project Understanding & Approach (30 points). Critical dates include a pre-submittal virtual conference on February 29, 2024, at 11:00 am, with Statement of Qualifications (SOQ) submissions due on March 27, 2024, at 2:00 pm local Arizona time. The project is funded through the Tucson Delivers Parks & Connections program and may include supplemental federal grant funding.

The procurement includes specific provisions for disadvantaged and small business participation, with established goals and compliance requirements. The City of Tucson has implemented a Disadvantaged Business Enterprise (DBE) Program with guidelines aligned with federal regulations (49 CFR 26), which requires contractors to identify and utilize certified DBE firms and maintain detailed participation records. Additionally, there is a Small Business Enterprise (SBE) Program establishing a 2% participation goal, with potential subcontracting opportunities in landscape architecture, public engagement, and environmental clearance support. Contractors must submit a DBE Plan and/or Affidavit of Good Faith Efforts, demonstrating commitment to meeting participation goals. While no specific budget range is explicitly stated, the comprehensive nature of the project suggests a significant municipal infrastructure investment. The procurement allows for various participation methods, including prime contractor involvement, subcontractor participation, supplier engagement, and joint ventures, with detailed reporting and compliance mechanisms to ensure transparent and equitable selection processes.
