About this opportunity

A 25 percent Broward County Business Enterprise (CBE) participation goal applies; vendors unable to meet the goal must submit a Good Faith Efforts application, with liquidated damages of 50 percent of the shortfall (capped at 10 percent of total contract value) assessed for non-compliance.

Vendors must hold a State of Florida Certified Mechanical Contractor license, Class "A" Air Conditioning Contractor license, or Class "B" Air Conditioning Contractor license registered with the State at time of submittal. The scope encompasses preventative maintenance, repairs, replacements, and emergency services for HVAC units, refrigeration equipment, heat exchangers, and ductwork across multiple county facilities including lift stations, water treatment plants, and operations centers. Contractors must maintain a minimum of four qualified EPA-certified technicians, comply with OSHA and South Florida Building Code standards, and meet strict performance requirements: 30-minute phone response for non-emergency calls and 2-hour on-site response for emergencies. All replacement parts and labor include one-year warranties. Pricing is structured around unit rates for preventative maintenance, hourly labor rates, emergency mobilization fees, and temporary air conditioning rentals, with pass-through allowances totaling $135,000 annually for permits ($5,000), parts and materials ($125,000), and specialty subcontractor services ($5,000). Vendors must perform at least 75 percent of total contract price without subcontracting.

The initial contract period runs one year from award date (or June 29, 2026, whichever is later) with potential renewal for an additional five-year period at the Director of Purchasing's discretion. No price increases are permitted during the initial term; renewal increases are limited to Consumer Price Index or Producer Price Index calculations. Bid security of 5 percent of total bid price is required; performance and payment bonds must equal 50 percent of expected annual contract amount. Contractors must carry Commercial General Liability ($1 million per occurrence / $2 million aggregate), Auto Liability ($1 million), Workers' Compensation at statutory limits, and Installation Floater coverage with maximum $10,000 deductible, naming Broward County as additional insured. All contractor personnel accessing county facilities must obtain FDLE Level 1 background clearance and county-issued identification badges. CBE subcontractors and suppliers must be paid within 15 days of the County's payment; monthly utilization reports to the Office of Economic and Small Business Development are required throughout the contract term as a condition precedent to County payment.
