About this opportunity

The Illinois Department of Agriculture is soliciting competitive bids for tent rental services for the 2026 Illinois State Fair in Springfield, Illinois through Invitation for Bid (IFB) AGR-ISF-Tent Rental (B-50716). The procurement encompasses the provision, setup, and timely removal of canvas tents and temporary structures to support various fair operations and events. Deliverables include the installation of approximately 20 tent and structure items ranging from 10x10 feet to 60x100 feet, with specifications for walls and designated locations throughout the fairgrounds including Main Street, Director's Lawn, Central Avenue, Grandstand Avenue, the Emmerson Building, and Backstretch areas. Installation is scheduled for July 13-31, 2026, with removal occurring from August 24 through September 12, 2026, following the conclusion of fair operations. Tents are required for diverse functions including Governor and First Lady facilities, Lieutenant Governor accommodations, stage side party areas, FFA sleeper quarters, check-in facilities, serving areas, and agricultural marketing displays. All submissions must be made electronically through the BidBuy system in compliance with CPO Notice 2023.12, with proposals due by February 11, 2026. Bidders must complete and submit the IFB-Offer to the State form along with all required documentation referenced in the solicitation Section A.1, and may submit exceptions to Standard Terms and Conditions through redlined versions subject to state acceptance or rejection.

The solicitation permits qualified vendors to claim applicable preferences under the Illinois Procurement Code, including the Illinois Business Preference and Domestic Product Preference, contingent upon submission of required affidavits and designations. Bidders must provide comprehensive vendor disclosure information either through completion of Vendor Disclosure Form 26.2 (Form A) for vendors not registered in the Illinois Procurement Gateway (IPG), or through the IPG Active Registered Vendor Disclosure form for vendors with active IPG registrations; failure to complete and submit the appropriate disclosure form may render a bid non-responsive and result in vendor disqualification. For-profit entities with contract values exceeding $100,000 annually must submit detailed Financial Disclosures and Conflicts of Interest forms and certify compliance with forced labor prohibitions and numerous state and federal statutory requirements. Vendors must demonstrate authorization to conduct business in Illinois and comply with Illinois Department of Human Rights Public Contract requirements if employing fifteen or more individuals. The procurement documents do not specify an award value or budget range for this contract, nor do they identify any incumbent vendor or current contractor for comparison purposes. Electronic submission is mandatory, with no paper responses accepted.
