About this opportunity
Advantage Arts Academy is requesting proposals for Food Service Management Company (FSMC) services covering the National School Lunch Program and School Breakfast Program for the contract period July 1, 2026 through June 30, 2027, with proposals due June 29, 2026 at 3:00 PM MDT. This is a fixed-price contract with up to four one-year renewal options subject to mutual agreement and Utah State Board of Education approval.
The academy is a K-6 self-prep facility in Herriman, Utah (Salt Lake County) serving approximately 369 students across seven daily lunch serving periods and breakfast service. The FSMC must provide comprehensive meal preparation and service under a 21-day menu cycle approved by the SFA, with minimum food specifications requiring USDA Grade Choice or better for beef, lamb, and veal; Grade A for poultry and dairy; and U.S. Grade A Fancy or Choice for fresh and frozen produce. The FSMC must comply with federal child nutrition regulations (Title 7 CFR Parts 210, 215, 220, 225, 226 and Title 2 CFR Parts 180, 200, 417, 418), Utah House Bill 402 food additive restrictions, and maintain comprehensive general liability and worker's compensation insurance of $1 million per incident, with the SFA named as additional insured. Personnel management must meet USDA Professional Standards; the food service director must complete an eight-hour food safety course within 30 days of hire or within five years prior.
The SFA retains control over program policies, pricing, menu approval, student eligibility determinations, and USDA donated foods; the FSMC assumes responsibility for on-site operations. Projected annual revenue totals $149,924.66 (including $55,921 local revenue, $71,311.56 federal reimbursements, and $22,692 state reimbursements) with 34,057 projected meal equivalents. The FSMC must submit a fixed-price bid structured as direct cost of operations, administrative fee per meal with itemized expenses, and management fee (profit). Equipment proposals exceeding $5,000 require SFA preapproval.
Evaluation uses a One-Step scoring method: cost 35 points (minimum 70 total points required), service capability plan 20 points, years of experience 10 points, personnel management/staffing 20 points, student and staff engagement 5 points, and quality assurance 10 points. Award goes to the responsible bidder whose proposal is most advantageous with price as the primary factor. Questions are due June 5, 2026 at 5:00 PM MDT; answers will be posted by June 11, 2026. Bidders must submit certifications regarding debarment, lobbying compliance, independent price determination, personnel conflicts of interest, and acknowledge SFA and FSMC operational requirements.
