About this opportunity

The Florida Department of Environmental Protection (FDEP) is seeking bids for the Topsail Hill Facilities Redevelopment project (Bid No. BDC49-24/25) located in Walton County. The procurement involves constructing a comprehensive coastal park infrastructure project that includes a new boardwalk, overlook pavilion, and kayak launch. Key deliverables encompass precise boardwalk construction with specific technical requirements, including piling installation using 316 Stainless Steel hardware, with embedment depths ranging from 6-15 feet below land surface. The project has strict environmental and operational constraints, with a restricted construction period between November 1st and February 14th. Bid submissions are due no later than 3:30 PM (ET) on May 22, 2025, to be delivered to Alisha Sadler, Contracts Specialist, at the Bureau of Design and Construction in Tallahassee. The total project timeline allows 300 days for substantial completion, with the bid posting date set for May 29, 2025, unless extended by the department for good cause.

While no specific set-aside designations are explicitly mentioned, the project includes an alternate bid item for the Campbell Lake Kayak Launch. Contractors will be responsible for comprehensive site preparations, including establishing temporary beach access structures and completely removing existing boardwalk infrastructure. The project requires careful management of parking and site access, with the park providing limited construction vehicle access to ensure visitor safety. Though a specific budget range is not directly stated in the documentation, the complexity of the infrastructure work, including specialized marine construction techniques and environmental considerations, suggests a significant investment. The FDEP reserves the right to reject any or all bids, indicating a competitive selection process that will likely evaluate technical capability, environmental compliance, and cost-effectiveness as key criteria for contractor selection.
