About this file
This document is an Addendum #1 for a Florida Department of Environmental Protection (FDEP) project, specifically the Topsail Facilities Redevelopment (Bid No. BDC49-24/25). The addendum modifies the original bid documents and provides clarifications for contractors. The project involves constructing a new boardwalk, overlook pavilion, kayak launch, and related infrastructure at a coastal park site. The bid submittal due date is now set for May 22, 2025, with a bid posting date of May 29, 2025. The project includes specific requirements for boardwalk construction, including a restricted construction period between November 1st and February 14th, and detailed specifications for piling installation, materials, and site access.
The addendum provides extensive technical details about the project, including minimum piling embedment depths for different structures (6-15 feet below land surface), permitted construction methods, and specific requirements for materials like 316 Stainless Steel hardware. Parking and access restrictions are outlined, with the park providing limited construction vehicle access and encouraging minimal vehicle traffic to ensure visitor safety. The project includes alternate bid items, with the Campbell Lake Kayak Launch being the primary alternate. The contractor will be responsible for various site preparations, including temporary beach access structures and complete removal of existing boardwalk infrastructure. The total project timeline allows 300 days for substantial completion, with specific environmental and operational constraints to be managed throughout the construction process.

The following statements supersede & supplement the corresponding items in the specifications & drawings:
1. Question: Civil Plans sheet C-002, Project Specific Notes 8 & 9, identify an On- Grade Beach Mat "Structure" to be installed for temporary beach access during boardwalk construction and will require a field permit from the FDEP.
a. Please confirm that this temporary beach access structure is to be removed in its entirety and the existing subsurface to be restored to its original condition after the existing boardwalk construction is completed or is it to be left in place for future use by the park.
Answer: Yes, the temporary beach access structure (Mobimat or approved equal) shall be removed in its entirety and the land surface shall be restored to its original condition after the new boardwalk construction is completed.
The Contractor will be responsible for removal of the “Mobimat” and shall return it to FDEP once its use for the project is complete.
b. During a site visit, we were informed that Park Services and Walton County authorities would be utilizing this temporary beach access with full-sized vehicles. The plans identify a 5-ft wide access, which is not sufficient for a full-size vehicle. With preliminary valuations of this material being in excess of $45,000, who will be responsible for repairs and replacement of this temporary access structure due to vehicular damage?
Answer: The Contractor shall be responsible for keeping the temporary structure in working order for pedestrian traffic only.
c. As a follow-up to question b., if this temporary beach access structure will be utilized in this manner, upon completion of the boardwalk construction, does ownership falls upon the contractor, or does it become property of the FDEP?
Answer: The temporary beach access structure (Mobimat or approved equal) shall remain the property of FDEP.
d. Please provide clarification as to how the contractor is to obtain this permit and the fees involved as the link provided in the solicitation's specifications lead to a 404 error, page not available.
Answer: The field permit has been obtained. The Contractor must notify Florida Wildlife Commission at least 72 hours prior to installation of the temporary access structure and shall also notify the Engineer prior the FWC.
Please find other guidelines provided by FWC within the contents of the field permit included with this response.
BDC Bid No. BDC49-24/25, Addendum #1, Page 3 of 10
2. Question: Civil Plans sheet C-002, Project Specific Note 2, states that boardwalk construction can only be performed between November 1st through February 14th.
a. With the project bidding in May and the majority of the project consisting of boardwalk construction, when does the FDEP intend to issue award and NTP as this will significantly affect the construction sequence and project flow.
Answer: The NTP issuance will be determined by a number of factors such as permits obtained, insurance provided, approved schedule of values, Turtle Season, an approved project schedule, as well as material lead items. A decision will be made after the preconstruction meeting when the Notice to Proceed is to be issued.
b. Please provide clarification as to how the FDEP expects the entire boardwalk and pavilion shelter to be constructed within such a small timeframe which envelopes several major holidays (Thanksgiving, Christmas, New Years, etc.)
Answer: There are 300 days to substantial completion. We feel this is more than sufficient time to complete the project. The contractor will determine days worked.
3. Question: Please provide the piling embedment requirements for the boardwalk, overlook pavilion, and kayak launch area. The drawings detail an 8" diameter round piling and direct us to the Geotechnical Report for the piling embedment requirements. The Geotechnical Report illustrates a square piling and provides compressive (tons) capacities that must be reached to allow for a certain minimum piling embedment. While what is given may be the desired capacity, the report lacks providing enough information to determine the length of pile needed to bid the project or the minimum embedment to determine what type of equipment we would use. To further illustrate the need for more info the Geotechnical Report reads as follows:
A. Prior to the installation of production piling, it would be beneficial to perform a pile load test to verify the design capacity. A pile load test can also be performed in accordance with ASTM D-4945 using a Pile Dynamic Analyzer.
Depending upon the results of the pile load test and/or CAPWAP analysis, adjustments in the pile lengths or capacities may be required."
Answer: The minimum piling embedment depth shall be as follows:
<> Dune Crossover Boardwalk piling embedment depth to be 6 FT below land surface.
<> Overlook piling embedment depth to be 15 FT below land surface.
<> Kayak launch piling embedment depth 9 FT below land surface.
4. Question: Please provide piling embedment requirements or piling tip elevations for the boardwalk, overlook pavilion, and kayak launch area.
BDC Bid No. BDC49-24/25, Addendum #1, Page 4 of 10
Answer: The minimum piling embedment depth shall be as follows:
<> Dune Crossover Boardwalk piling embedment depth to be 6 FT below land surface.
5. Question: Will the use of a vibratory hammer to install the pilings to a determined tip elevation be acceptable?
Answer: Yes.
6. Question: Will the use of jetting to install the pilings be acceptable?
Answer: Yes, however the lower 1/3 of the full embedment depth shall be driven for the non-grouted piles (i.e Dune crossover jet 4 FT, drive 2 FT;
Overlook jet 10 FT, drive 5 FT).
7. Question: The plans call for pilings at Campbell lake to be grouted around pilings (S414, Detail 4). The DEP permit (WL001492), page 2, states that for 8" diameter piling shall not be encased in concrete. If you can please verify this information on the kayak launch.
Answer: The pilings for the kayak launch (Campbell Lake) shall be installed per the structural drawings, Sheet S414. The DEP permit WL001492 (Permit for Construction Seaward of the CCCL or 50-foot setback) is only applicable to the Gulf of America beach access boardwalk -- no grout or concrete is to be used for that boardwalk. However, the FDEP Permit No. 0443570-002- EI/66 applies to the remainder of the project which includes Campbell Lake.
8. Question: Does this project require permitting for a Archaeologist monitoring and will a license Archaeologist have to be on site while work is being done on site work, boardwalk and kayak launch.
Answer: Archeological monitoring is not required for this project. Please see find letter from DHR, attached.
9. Question: The project hardware bolts, screws, Simpson fastener and fabricated plate is this all 316 SS.
Answer: Yes, 316 Stainless Steel.
10. Question: Conflict of Alternates:
*The plan sheet LS001in Add Alternate call for Alternate 1 metal roof at restroom (Remove& Replace) Alternate 2 metal roof at Tram Stop (Remove& Replace) *The Architect Specification section 01 2300 page 2 (3.1) A.,B. Calls out the same information on plan LS001 for the two alternate on roof removal.
BDC Bid No. BDC49-24/25, Addendum #1, Page 5 of 10
The Bid Form calls out for only one Alternate 1 Campbell lake ADA kayak launch.
Please clarify the conflict with the above alternates.
Answer: Replacement of the existing metal roof for the Tram Stop and Restroom are now included in the base bid. The only alternate bid item is the Kayak Launch.
11. Question: Modi-Mat (5ft wide) 900 feet is the contractor responsible for the purchase and install of these mats or is the Park service providing these mats and installing for temporary work area while boardwalk is being constructed. Also is the Modi-Mat permitted under permit WL001492. If not can this permit be amended to add the temporary mobi-mats.
Answer: The Mobi Mat is to be purchased, installed and removed by the Contractor. The Mobi Mat is permitted under a FDEP Beaches and Coastal field permit (has been obtained). The Mobi Mat (or approved equal) will become FDEP property after the project.
12. Question: This project is a Re-Bid of DEP bid No BDC39-24/25. If you could please verify what changes have been made to the plans or specifications for
BDC40-24/25?
Answer: No changes have been made to the plans or specifications. The changes to this Re-Bid are that now the Boardwalk, Tram Stop, and Restrooms are all included in the base bid.
13. Question: Please confirm that demolition of the piles includes COMPLETE removal of the timber piles.
Answer: Complete removal of the piles is required.
14. Question: Are there any as builds showing the embedment lengths of the existing piles?
Answer: We are not aware of any as-builts or historical plans.
15. Question: Please confirm the construction access limits for the new boardwalk. What is the width of access for the work to be performed in?
Answer: The total width is generally 32 feet. The work area is narrower (approx. width 20 feet) for the first 65 linear feet of the boardwalk (beginning @ Sta. 10+00) to avoid damage to dune vegetation. The limits of construction are wider (approx. width 80 feet) around the overlook pavilion to accommodate grading work. The FDEP beaches and coastal representative will need to be contacted to arrange a pre-construction meeting. See image

https://www.ez-dock.com/products/aluminum-gangways/
BDC Bid No. BDC49-24/25, Addendum #1, Page 8 of 10
Answer: No insulation is required in the restroom attic areas. The building is naturally ventilated.
26. Question: The existing seaward end of the boardwalk is completely covered up in sand in some areas. Is the contractor required to excavate and remove the portions that are covered up by sand dunes and vegetation?
Answer: Yes, the existing boardwalk shall be entirely removed. Excavation and removal of existing dunes is not permitted except where the dunes are covering or on top of the existing boardwalk.
The proposed boardwalk is higher in elevation and approximately 2’ further seaward than the existing terminal ramp as measured from the dune face to the edge of the boardwalk. The boardwalk cannot extend further that 10’ seaward of the existing “vegetation line”. The FDEP Beaches and Coastal representative will need to be contacted to arrange a pre-construction meeting. See image snippet shown below, from permit # WL001492:
27. Question: Are there any parking or access restrictions for the contractors while onsite? Can contractors have multiple vehicles at the work sites?
Answer: Parking at the Gulf Beach Access/Bathhouse and at Campbell Lake will be allowed. However, the loop at both locations must remain clear so that the tram may continue to operate and utilize the loop to turn around.
Please see Exhibit 1 and Exhibit 2 for general parking criteria at both locations.
Gulf Beach Access Area: The Park is willing to accommodate construction crew on the tram. The Park has offered to operate the tram during early morning hours to accommodate construction crew as needed. The crew utilizing the tram would park their vehicles within the master parking lot located nearest park entrance. The tram runs every 30 minutes throughout the day which the construction workers can utilize this service.
The Park prefers to minimize construction vehicle traffic, unnecessary trips back and forth by workers, along the road to the beach access area because there are lots of visitors of all ages (i.e. children) on bikes and on foot. The primary goal during construction is to maximize safety.
BDC Bid No. BDC49-24/25, Addendum #1, Page 9 of 10
The Park encourages that construction work is phased (not concurrent) for boardwalk portion of the project versus the restroom/tram stop portion of the project -- then the Park staff can keep visitors on the east side of the loop during the restroom and tram stop construction and then keep visitors on the west side of the loop during the boardwalk construction. The tram will need to drive through the loop during all phases. Phasing the project is not a requirement.
Campbell Area: The Park is willing to allow the construction crew to utilize their alternate service entrance to the park (see Exhibit 2). Similarly to the Gulf Beach access area, the tram will be available to the construction crew. If the alternate service entrance is not suitable for certain vehicles or deliveries, then vehicle access via the paved roads is allowed.
BDC Bid No. BDC49-24/25, Addendum #1, Page 10 of 10
In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
