About this opportunity
The West Virginia Department of Environmental Protection, Office of Oil and Gas, is soliciting bids through an Agency Request for Quote (ARFQ 0313 DEP2100000057) for the remediation and reclamation of the Farnsworth #1 well site (API #47-105-80305) located at 542 Goose Creek Road in Wirt County, Webster County jurisdiction. This solicitation encompasses comprehensive environmental remediation services including excavation and disposal of approximately 200 tons of contaminated soil, installation of 24-inch diameter corrugated plastic conductor casing, operation of a minimum 3-inch trash pump for wastewater transfer, gravel application, disposal of liquid waste at licensed Underground Injection Control facilities, silt fence installation and removal, topsoil application, and site reclamation utilizing lime, fertilizer, seed, and mulch. The contractor must also supply oil absorbent materials including booms (minimum 10 feet long), absorbent pads (minimum 2 feet by 2 feet), and peat sorb in 50-pound bags, with all work performed in accordance with West Virginia Code 22-6 and the West Virginia Erosion and Sediment Control Field Manual. Bidders must possess a valid West Virginia contractor's license, maintain workers' compensation and commercial general liability insurance with minimum limits of $2,000,000 per occurrence, and submit a drug-free workplace affidavit and procurement affidavit confirming compliance with state requirements. A mandatory pre-bid conference was held on May 18, 2021 at 10:00 AM on site, with technical questions due by May 27, 2021 at 5:00 PM, and bids due electronically through the wvOASIS Vendor Self Service system by June 9, 2021 at 10:30 AM. Pricing is structured by individual line items including soil excavation and disposal by ton, conductor casing by foot, trash pump services by hour, gravel by ton, liquid waste disposal by barrel, silt fence by foot, topsoil by ton, and site reclamation as a lump sum, with successful contractors responsible for all required manifesting and documentation submitted to the Office of Oil and Gas.
The procurement contains no designated set-asides for disadvantaged enterprises or restrictions limiting bidder eligibility beyond standard state compliance requirements. Bidders must demonstrate they are not debarred at the federal or state level, possess no outstanding environmental enforcement actions, have no unresolved DEP vendor complaints, and have resolved any outstanding debt to the state or workers' compensation and unemployment compensation delinquencies. Contractors must submit a bid bond equal to five percent of the total bid amount and, upon contract award, will be required to provide performance and labor/materials surety bonds equal to 100 percent of the contract price for contracts exceeding $25,000. Contract award will be made to the lowest qualified responsible bidder within 45 calendar days after bid closing, with the selected contractor having one year from contract award to complete all project work. The contract pricing is firm for the contract life unless otherwise authorized by the Department, with payment made in arrears upon delivery and acceptance of work performed via invoice submission. Specific pricing information and total contract value are not disclosed in the solicitation documents; however, the scope of work encompassing soil remediation, infrastructure installation, waste disposal, and site restoration indicates a substantial construction and environmental remediation project typical of reclamation contracts in the $250,000 to $500,000+ range, though exact award values depend on individual bidder quotes for each line item.
