About this file

This is Addendum #1 to a solicitation issued by the Department of Environmental Protection (DEP) for the Farnsworth #1 Reclamation Project (ARFQ DEP21*57), providing responses to technical questions submitted by the vendor community and distributing a pre-bid sign-in sheet. The project involves the cleanup and reclamation of a contaminated well site estimated to be approximately 1,200 feet deep and drilled around 1906. Key project activities include removal of approximately 200 tons of contaminated soil, construction and reclamation of a service road from a county road to the well site, removal and stacking of trees, establishment of a staging area for bins, and off-site disposal of contaminated materials. The contractor awarded the cleanup solicitation will be responsible for building the service road to the well site, while the contractor awarded the plugging bid will reclaim the road. Contractors have one year from contract award to complete the project. A soil sampling and testing process will be conducted by DEP staff to determine when contaminated soil removal is complete. The well site water has tested positive for high chloride levels.

Pricing for the project includes a line item for solid waste removal quoted at a per-ton rate, with additional compensation available for contaminated soil removal beyond the estimated 200 tons at a per-ton rate. Topsoil for soil replacement has been sourced from the landowner at $14.25 per ton as of June 1, 2021. The contractor is required to pump all fluids from the well to a holding tank for off-site disposal and cannot discharge water on the ground. The service road will be stoned from the red gate at the county road to the well site and may be upgraded or widened to accommodate equipment. All provisions of the original Agency Solicitation remain in full force and effect, and vendors must acknowledge receipt of all addenda by submitting an Addendum Acknowledgement with their bid to avoid disqualification.
