About this opportunity

University Medical Center of El Paso (UMC), located in El Paso County, Texas, is conducting a Request for Qualifications (RFQ) to select an Activation and Occupancy Planner for the UMC 2025 Bond Implementation Projects. The procurement seeks a qualified firm to provide comprehensive planning and management services for facility moves and activation across multiple healthcare infrastructure developments, including main campus and off-campus projects. Key deliverables include developing detailed transition plans, coordinating move teams, conducting departmental interviews, creating move schedules, managing furniture and equipment relocation, and facilitating patient move processes. The RFQ covers three primary service phases: Planning, Execution, and Post-Move, with specific requirements for managing complex hospital relocation activities, developing communication plans, and conducting risk assessments. Evaluation criteria will include staffing plan, local market familiarity, project experience, phasing plan, and implementation approach, with each factor weighted at 20% of the total score. A mandatory pre-submittal meeting is scheduled for October 16, 2025, at 2:00 PM Mountain Time, with site visits available afterward, and responses are due by November 12, 2025, at 2:00 PM Mountain Time through the Bonfire procurement portal.

The RFQ does not explicitly specify set-aside designations or restrictions on respondent types. The project encompasses expansive healthcare infrastructure improvements, including surgical service expansions, cardiac catheterization rooms, ICU and Burn Center development, observation units, and multiple off-campus health centers and emergency departments. The total capital renewal budget appears to be approximately $46,375,000, with $18,375,000 allocated to construction costs and $28,000,000 for medical equipment and furnishings. Additional strategic investments include a $30,000,000 Cancer Center Partnership with Texas Tech Health Science Center El Paso. Insurance requirements are comprehensive, mandating Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000), Professional Liability ($2,000,000), and an Excess Umbrella Liability of $5,000,000. The contract will be awarded based on best value, with UMC reserving the right to accept or reject any proposals and potentially conduct interviews with top-scoring finalists.
