About this file
This document is Exhibit C.2 - Project Descriptions for the University Medical Center of El Paso (UMC) 2025 General Obligation Implementation Program. The exhibit details six distinct off-campus healthcare facility expansion and construction projects in El Paso, Texas. These projects include: 1) a Physical Therapy Addition at the East Clinic, 2) a new 50,000 square foot Central Health Clinic & Urgent Care facility at Raynolds Street and Gateway Blvd. West, 3) a 35-exam room Horizon Health Center, 4) a West Side Ambulatory Surgery facility of approximately 30,000 square feet with four operating rooms and two procedure rooms, 5) a 10,000 square foot West Side Emergency Department and Urgent Care, and 6) a 10,000 square foot Horizon Emergency Department with CT, X-Ray, and laboratory capabilities.
The document is part of a Request for Qualifications seeking an Activation and Occupancy Planner to support the UMC 2025 Bond Implementation Projects. The selected firm will work under the direction of the Assistant Administrator of Planning Design and Construction and will be chosen based on providing the best value to UMC through an evaluation process. The project appears to be funded through a general obligation bond, with the intent of expanding and improving medical service capacity across multiple clinic and emergency care sites in the El Paso region. The comprehensive plan demonstrates a strategic approach to healthcare infrastructure development, focusing on expanding examination, urgent care, surgical, and emergency medical capabilities across different locations.
