About this opportunity

The Colorado Department of Personnel & Administration is requesting proposals for ACP Client Data Removal Services under RFP AADA 2027-0046, with proposals due October 14, 2026 at 2:00 p.m. Mountain Time. A Service-Disabled Veteran Owned Small Business (SDVOSB) goal of at least 3% of contract dollar value applies.

The scope covers automated and manual identification and removal of personally identifiable information—including names, aliases, addresses, phone numbers, emails, and photos—from online data brokers and people-search engines on behalf of approximately 1,350 to 1,400 active Address Confidentiality Program participants. The contractor must execute continuous monitoring with removal sweeps at minimum intervals of 30 to 90 days, provide participants with secure online portals displaying real-time removal progress and status, and deliver quarterly programmatic reports detailing subscriber metrics, removal volumes, and efficiency rates. The service must comply with Colorado accessibility standards (WCAG Level AA), AES-256 encryption, and federal standards including FERPA and the Student Data Transparency and Security Act. The contractor is prohibited from selling, renting, or leveraging participant information for marketing, profiling, or monetization. All State Records must remain within the United States without express written consent from the Governor's Office of Information Technology, and contractors must provide annual SOC2 Type II audits or ISO-approved equivalents.

The initial contract term runs January 1, 2027 through December 31, 2027, with a potential total duration not exceeding five years. The ACP has been awarded $108,000 in grant funding for the 2027 annual budget. Pricing must be firm for the initial term and may be structured as a flat annual rate, monthly per-participant basis, or alternative bulk-licensing model; all fees must encompass administrative overhead, technical support, and quarterly reporting with no hidden charges. Contract funding is contingent upon continuing availability of federal and State funds.

Offerors must be registered to conduct business in Colorado and submit firm, fixed pricing in U.S. dollars. Questions are due September 25, 2026; intent to bid notification is due October 2, 2026. Oral presentations are estimated for the week of October 26, 2026, with Notice of Intent to Award anticipated November 11, 2026, and contract execution estimated December 31, 2026. The procurement contact is Lisa Barela at lisa.barela@state.co.us. Proposals must be submitted electronically to RFP_AAD.2l6ra9t51dl8dqyd@u.box.com.
