About this file
This is an Offeror Response Form for RFP AADA 2027-0046, issued by the State of Colorado's Department of Human Services for ACP Client Data Removal Services. The solicitation seeks a qualified vendor to provide automated and manual opt-out and data removal services across public people search engines, data brokers, and online registries on behalf of Colorado's Assistance Programs (ACP) participants. The requested services include scanning and monitoring operations across multiple data brokers and websites, removing various data types such as personal and property images, processing "Do Not Sell" requests, and demonstrating high success rates in data deletion while maintaining secure personally identifiable information (PII) handling. Offerors must detail their organizational experience within the last five years, operational capabilities including the number of data brokers covered, frequency of re-scanning sites, ability to remove data from websites outside the United States, and security measures implemented to protect subscriber data.
Offerors are required to provide comprehensive responses addressing personnel allocation, staffing plans for key and other personnel with designated responsibilities and weekly hours, contingency plans for personnel replacement, subcontractor utilization plans if applicable, and detailed explanations of how proposed services meet the specifications outlined in the accompanying Statement of Work. Pricing responses must be submitted via the accompanying Pricing Worksheet, with offerors specifying their standard fee schedule, the breakdown of included services, and the billing structure—whether fees are charged once per participant, annually, per service, or another method. Critically, offerors must confirm their ability to bill the Department directly for services rather than charging ACP participants, and must detail their operational approach for working directly with ACP participants while routing all billing to the State of Colorado.
