About this opportunity
The Maine Division of Purchases and Maine Military Authority is requesting quotations for a three-year abrasive blast media lease and recycling service contract to support equipment and vehicle refurbishment operations at the Loring Commerce Center in Limestone, Maine, with quotations due January 13, 2012. The incumbent contractor is US Technology.
The scope covers supply of new abrasive products compliant with MIL-P-85891A (PolyPlus 10-20 and QuickStrip-A 10-20) in estimated volumes of 40–70 drums and 100–150 drums annually respectively, subject to adjustment based on production needs, along with retrieval and recycling of spent materials as feedstock under RCRA and 40 CFR regulations. All new material delivery and spent material pickup occur at facilities within the Loring Commerce Center; pricing must include all freight, delivery, and pickup charges to Limestone, Maine 04750.
Bidders must submit a comprehensive Statement of Work including a Comprehensive Recycling Plan detailing all processing facilities, recycled products produced, market viability per 40 CFR 261.2(f), and contaminant analysis; Recycling Facility Questionnaires for each facility (addressing EPA ID, environmental permits, inspection history, compliance citations, and whether operations achieve 75 percent feedstock turnover during the calendar year); Certificate of Regulatory Determination under 40 CFR 261.2(e)(1)(i) showing spent plastic blasting media is exempt from solid waste regulation; Certificate of Compliance for new plastic media with lot-specific test data (Barcol hardness, infrared spectrograms, ash content, specific gravity, pH, conductivity, heavy particles, and sieve size); Certificate of Environmental Compliance certifying all operations and facilities comply with applicable Federal, State, and Local laws; and Certificate of Debarment. Spent material recycling certifications must be submitted within 60 days after pickup and include pickup date, location, amount, lot number, and facility compliance verification; payment is withheld until all certifications are received.
Contract award is contingent on federal Excluded Parties List System screening and Buy American Act compliance, which may require samples and Certificates of Conformance at bidder expense. The contract may be eligible for two 1-year extensions. Tie bids are resolved in favor of in-state bidders or those offering Maine-produced commodities or services.
