About this file
This is a Certificate of Environmental Compliance document for a state and local contract opportunity in Maine related to Abrasive Blast Media Lease and Recycling Service. The certificate requires the offeror to certify whether its operations, resources, and facilities proposed for performance under the subcontract, including those of subcontractors and subtiers, are currently in compliance with all applicable Federal, State, and Local laws and regulations. The offeror must acknowledge that it will provide immediate written notice to the Government if it learns at any time prior to or during subcontract award and performance that the initial certification was erroneous or if operations, resources, or facilities become non-compliant with applicable regulations.
The certification document imposes material obligations on the offeror, stating that any false, fictitious, or fraudulent representations or failure to provide required notices constitutes a material breach of contract and absolves the Government of payment obligations for services rendered in a fraudulent or nonconforming manner. Completion and execution of the certification is mandatory for proposal responsiveness, with the offeror's failure to execute the certification in the designated section or to contact the Contracting Officer as required potentially rendering the proposal non-responsive. The certification carries the weight of federal law, as false certifications may subject the maker to prosecution under Section 1001, Title 18, United States Code.
