About this opportunity

The State of Utah Division of Purchasing and General Services is issuing a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process to Aavenir for development and configuration services related to the Aavenir InvoiceFlow platform. This is a sole-source contract modification to an existing five-year agreement (Contract 216302) with the Department of Technology Services (DTS). The procurement seeks 30 hours of development, configuration, and testing services to support the onboarding of new divisions onto the InvoiceFlow platform, with deliverables including consumption reports detailing hour usage and completion of enhancements on both test and production instances. The scope of work is limited to changes and enhancements required for divisional onboarding, with prerequisite approval required from the SOU team. The contract validity period extends through February 28, 2026, with payment structured in two equal installments of 50 percent each—the first upon completion of items on the test instance and the second upon completion and Change Order Acceptance. The public notice period runs from February 10, 2026, through February 18, 2026, allowing qualified vendors to challenge the sole-source determination by submitting detailed documentation demonstrating their capability to provide comparable or equivalent services with cost comparisons if applicable.

This procurement is designated as a sole-source award with no specific set-aside designations mentioned for disadvantaged or minority-owned enterprises. Aavenir, Inc., represented by CEO and Founder Jesal Mehta, is the incumbent vendor on the existing contract (SK21-16), which was originally valued at $290,000 and currently stands at $327,250. The proposed contract increase of $3,750 brings the total contract value to $331,000, representing a 14.1379 percent increase from the original contract amount. The InvoiceFlow platform represents existing state infrastructure that requires integration, and all prospective vendors must certify compliance with Utah Code 63G-27 et seq., confirming they are not engaged in economic boycotts or boycotts of the State of Israel. Vendors wishing to respond must submit their challenges to the Division of Purchasing rather than directly contacting the Conducting Procurement Unit, and all submissions must include the vendor's name, comprehensive explanation of the challenge with supporting documentation, and evidence of the firm's ability to meet procurement specifications.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
