About this opportunity
Michigan's Department of Technology, Management and Budget, in conjunction with the Department of Environmental, Great Lakes, and Energy, is procuring environmental remediation services for the Former Wayne Oakland Oil site located at 230 East Harrison Avenue, Royal Oak, Michigan (File No. 761/20035.SAR). The scope of work encompasses comprehensive site remediation including installation and removal of temporary fencing; sawcutting and removal of approximately 115 tons of concrete and hot mix asphalt pavement; removal and reinstallation of 110 linear feet of permanent fencing; excavation and disposal of approximately 9,500 tons of contaminated soil containing volatile and semi-volatile organic compounds, petroleum hydrocarbons, and heavy metals; management and disposal of approximately 350,000 gallons of impacted groundwater; placement of approximately 3,700 tons of lean clay fill, 6,300 tons of MDOT Class II sand fill, and 220 tons of limestone; installation of concrete pavement, hot mix asphalt, topsoil, seeding, and mulch over 14,000 square feet; and all associated site restoration activities. Contractors must demonstrate commercial general liability insurance of $1,000,000 per occurrence, pollution liability insurance of $1,000,000 per occurrence, worker's compensation and employer's liability insurance, and vehicle liability insurance. The contract period is 90 calendar days from notice to proceed, with liquidated damages assessed at $1,000 per work day for delays beyond substantial completion. The pre-bid conference and mandatory site tour was scheduled for June 22, 2020, at 10:00 a.m. EST with COVID-19 safety protocols required; the deadline for submitting questions was June 29, 2020, at 3:00 p.m. EST; and the electronic bid opening was scheduled for July 15, 2020, at 2:00 p.m. EST with a 5 percent bid guarantee required in the form of a certified check or bid bond.
Successful apparent low bidders must submit post-bid submittals within two business days including an experience modification rating, proposed project superintendent credentials, and references for three similar completed projects. While no specific set-aside designations for disadvantaged enterprises are detailed in the procurement documents, bidders exceeding $100,000 must provide Michigan Based Business certification, and qualified disabled veteran certifications are required as part of standard bid submissions. All contractors must comply with Michigan Occupational Safety and Health Act requirements, soil erosion and sedimentation control regulations, and environmental protection laws, with full responsibility for contamination documentation and disposal. Performance and payment bonds are required for all contracts exceeding $50,000. The project includes a $70,000 contingency allowance available only when directed in writing by the Project Director for unforeseen site conditions such as alternative fill materials or vapor/odor suppression measures. No specific budget range or award value is disclosed in the procurement documents; however, the scope and complexity of this environmental remediation project at a former petroleum storage facility suggest a substantial contract value reflective of the comprehensive nature of the contaminated soil removal, groundwater management, and site restoration work required.
