About this file

Addendum No. 3 is a supplemental document issued by the Michigan Department of Technology, Management and Budget on behalf of the Department of Environmental, Great Lakes, and Energy (EGLE) regarding the Former Wayne Oakland Oil Remediation project located at 230 East Harrison Avenue, Royal Oak, Michigan. This addendum, issued July 1, 2020, for bid opening on July 15, 2020, provides clarification and responses to bidder inquiries regarding site access, materials testing, excavation procedures, and contingency allowances. Key clarifications include confirmation that construction traffic is permitted on both Delaware Avenue and East Harrison Avenue; notification that road closure permits must be obtained separately from the City of Royal Oak; confirmation that SME will provide all project-required materials testing as specified in section 01400; and clarification that bid item #6 will not be separated into multiple line items as requested.

The addendum addresses three contingency-related questions regarding material placement and vapor/odor suppression. The contractor may place MDOT 6AA or 6A crushed limestone or concrete at the excavation floor if conditions prevent placement of the specified clay liner, with thickness determined by mutual agreement between the contractor and professional; costs for this aggregate placement will be covered under the project contingency allowance. Similarly, if vapor/odor suppressant becomes necessary, costs will be covered under the project contingency allowance, with no separate bid line item provided. The addendum includes a pre-bid meeting sign-in sheet and requires acknowledgement in the Bid Summary Form for bid validity. All changes and information in this addendum become part of the contract documents.

ADDENDUM NO. 3

TO: All Bidders

SUBJECT: Former Wayne Oakland Oil Remediation 230 East Harrison Avenue, Royal Oak, Michigan 48067

INTENT: This Addendum is issued to:

Item 1 – Provide a copy of the pre-bid meeting sign in sheet

Item 2 – Provide response to the following questions received

Q: Is it still a restriction to exit or enter the site from Harrison St. as stated in the bid specs?

R: No, the City of Royal Oak will allow construction traffic on both Delware Avenue and East Harrison Avenue.

Q: Can Delaware St. be blocked temporarily either just during working hours or for the duration of the project? If yes could a separate bid item be added to cover this?

R: If the selected contractor believes a road closure is necessary, they will have to contact the City of Royal Oak for permitting requirements and approval. A separate bid line item will not be provided.

Q: SME will provide all materials/compaction testing?

R: SME will fulfill the project required materials testing as stated under section 01400 Quality Control of the project specifications.

Q: Can bid item #6 be separated into 2 line items – one for the equipment requirement for the project and a second line item for the T & D of the impacted ground water?

R: Bid item #6 will not be changed.

Q: At the pre-bid meeting it was mentioned that pea stone may be placed in the bottom of the excavation and that cost would be covered from the provisional allowance. Can you please confirm? If that is not the case can a separate line item be added to the bid schedule.

R: If the condition of the excavation floor (i.e. excess water) will not allow placement and compaction of the specified clay liner, the contractor may place MDOT 6AA or 6A crushed limestone/concrete prior to placment of the clay liner to stabilize the subgrade. Peastone will not be allowed for this purpose. The aggregate shall be placed at a thickness agreed upon by the contractor and professional based on condition of the excavation.

If placement of crushed aggregate at the excavation floor is required, the cost will be covered under the project contingency allowance. A separate bid line item will not be added.

Q: At the pre-bid meeting it was mentioned that if vapor/odor suppresant becomes a requirement, that cost would be covered from the provisional allowance. Can you please confirm? If that is not the case can a separate line item be added to the bid schedule along with acceptable products that can be used?

R: If a vapor/odor suppresant is required, the cost will be covered under the project contingency allowance. A separate bid line item will not be added.

ACKNOWLEDGEMENT: This Addendum must be acknowledged by the bidder in the space provided in the Bid Summary Form submitted with the bidder's bid for submission of a valid bid. The changes and information shall become part of the contract documents. (Authority: 1984 PA 431)
