About this opportunity

The State of Michigan Department of Technology, Management and Budget is requesting bids for construction of a storage building at Saugatuck Dunes State Park, with bids due July 15, 2026 at 2:00 p.m. Eastern time via the SIGMA VSS electronic portal and a mandatory pre-bid conference and site tour held July 7, 2026. A Service Disabled Veteran Owned Business (SDVOB) preference of 10% applies to eligible bidders; Michigan does not accept federal CVE or SBA VetCert certifications and requires bidders to document SDVOB status through DD214, VA Rating Decision Letter, or NVBDC certification. Qualified Disabled Veteran (QDV) business representation and Michigan-based business certifications are required for bids exceeding $100,000.

The scope is construction of a 48-by-24-foot (1,152 square feet) partially heated storage building with heated ADA/unisex toilet, break room, office, and closet; unheated mezzanine with stairs; and civil, plumbing, mechanical, and electrical systems. The building will include a 1,000-gallon septic tank, private well, on-site detention basin for storm water management, six parking spaces, and wall-pack site lighting. The site is located at 6575 138th Avenue, Holland, Michigan 49423, in Laketown Township, Allegan County. Contractor must obtain permits from Laketown Township, fire department, Allegan County Health Department, and Allegan County Drain Commission and maintain State Project Registration and certified payroll reporting under Michigan prevailing wage requirements.

Contract time is 270 calendar days from Notice to Proceed to Substantial Completion. Liquidated damages are $250 per calendar day. A 5% bid guarantee (certified check, cashier's check, money order, or bid bond) is required. Performance and Payment Bonds are required for contracts over $50,000. Commercial General Liability Insurance minimum is $1 million per occurrence. Three bid alternates are included: stairs, guardrails, and mezzanine sub-floor; pipe bollards; and asphalt paving and striping. Questions were due July 9, 2026 at 12:00 noon; Construction Addendum No. 01, issued July 9, 2026, added scope for three 1.5-inch conduits extending five feet beyond the building and upgraded well pump capacity, and clarified contractor responsibility for final EGLE and county health department permit applications. Bids must remain valid for 60 calendar days.
