About this opportunity
The Michigan Department of Technology, Management and Budget, State Facilities Administration, Design and Construction Division, in partnership with the Michigan Department of Natural Resources, is procuring construction services for the Houghton-Douglass Falls Veterans Memorial Scenic Site Phase I project located in Houghton County, Michigan. The project encompasses four base bid items: construction of an entrance drive with parking lot and sidewalk; trail development including tree removal, excavation, and gravel base preparation; installation of a pre-engineered fiberglass pedestrian bridge spanning Hammell Creek; and associated bridge improvements including tree removal, concrete abutments, and drainage work. Two alternate bid items are also available: an information kiosk and parking lot paving with striping. Deliverables include approximately 7,800 linear feet of ADA-compliant trail construction, a 40-foot fiberglass bridge with 4-foot clear walkway width, concrete sidewalk (61.75 feet), erosion control measures including straw wattles and silt fencing, and directional signage. All labor, equipment, materials, permits, and fees are the responsibility of the contractor, along with coordination with utilities, soil erosion and sedimentation control compliance under Part 91 of the Natural Resources and Environmental Protection Act, and site restoration including hydroseeding and topsoil application. A mandatory pre-bid conference and site inspection is scheduled for June 4, 2025, at 9:00 AM ET, with electronic bid submission required through the SIGMA VSS website by June 18, 2025, at 2:00 PM ET. Questions must be submitted to Steve Wright at swright@upea.com no later than June 12, 2025, at 2:00 PM ET. The contractor must provide proof of commercial general liability insurance of not less than $1,000,000 per occurrence, pollution liability insurance of not less than $1,000,000 per occurrence, and builder's risk insurance. Substantial completion is required by November 14, 2025, with final completion by June 15, 2026, with liquidated damages assessed at $750 per calendar day after substantial completion and $500 per calendar day after final completion.
The project is subject to Michigan prevailing wage requirements under 2023 PA 10, as amended, with state project registration required for the contractor and all subcontractors. A Service Disabled Veteran Owned Business (SDVOB) preference is available, providing a 10% pricing preference for businesses owned by service-disabled veterans who meet Michigan Department of Technology, Management and Budget qualification requirements, which require proof of service-connected disability and 51 percent or more business ownership by qualified veterans. Bidders are required to complete certifications for both Qualified Disabled Veteran status and Michigan-based business eligibility as part of their submission. A five percent bid guarantee and performance and payment bonds are required for all bids exceeding $50,000. No incumbent vendors or existing contractors are identified in the procurement documents. The specific contract award value or budget range is not disclosed in the available documentation; however, interested bidders should contact U.P. Engineers & Architects, Inc., the project management consultant, located at 100 Portage Street, Houghton, Michigan 49931, at (906) 482-4810 or swright@upea.com for additional financial and technical project information.
