About this file
This is Addendum No. 2 to the bidding documents for the Houghton-Douglass Falls Veterans Memorial Scenic Site project, issued by U.P. Engineers & Architects, Inc. on behalf of the Michigan Department of Natural Resources in Houghton County, Michigan on June 13, 2025. The addendum clarifies specifications and project requirements for contractors bidding on the site improvement project. Key clarifications include confirmation that the contractor may begin work on August 11 with a substantial completion date of November 14; confirmation that the bridge shall meet the plan specifications of 40 feet overall length with a 4-foot clear walkway and 1-inch grating as shown (though noted as not meeting ADA requirements); specifications for precast concrete sill dimensions with a 2-inch minimum top thickness; requirements for ADA gravel meeting Type A3 Special Trail Aggregate specifications free of dirt, clay, and foreign material; and clarification that the contractor is responsible for removing silt fence at project end and providing all additional staking required. The addendum also addresses trail width specifications, bridge span dimensions, and sign installation requirements.
The addendum specifies that two metal reflective signs are required for installation by the contractor in accordance with MDOT 2020 Standard Specifications for Construction and permit requirements outlined in Appendix IV. Trail widths exceeding plan dimensions will not receive additional compensation. For soft spots identified during proof rolling prior to asphalt paving that do not meet density requirements after sufficient contractor effort with properly sized machinery, or if additional gravel is needed, the engineer will issue a bulletin to request pricing with recommended corrections. Contractors are required to acknowledge receipt of this addendum on the bid form and may reference a CAD file provided for project layout and elevation information.

Bidders are required to acknowledge receipt of this ADDENDUM NO. 2 on the appropriate place on the Bid Form.
Contractor Questions
1. Q: The contract documents call out November 14th as Substantially Completion but does not have a duration or a start date. What date can we have possession of the site with all work by others completed.
A:The date that the contractor can begin work on site is August 11.
2. Q: The specs call out 1 ½” grating for the bridge. Per the basis of design manufacturer, Fibergrate Composite, this does not meet ADA requirements. Is that correct?
A: Yes, please bid the grating shown on the plans.
3. Q: The bridge is shown on S101 as 40’ overall length with a 4’ clear walk way. The specifications, page 06 80 00-1, call out a 42’ bridge span. Which is correct?
A: This was answered in Addendum No. 1.
4. Q: On drawing S100, Detail D1, you are calling out a 2’ x 2’ x 2” precast concrete sill. The same graphic shows a sill thickness of 4”. Also the 2’ x 2’ dimension scales out to 2’6” x 2’ 6”. Please clarify?
A: The thickness of the top shall be 2” minimum.
5. Q: If soft spots occur in the proof rolling prior to asphalt paving, will the GC be compensated for correcting.
A: If spots are encountered that do not meet density requirements after the contractor has exerted sufficient effort with properly sized machinery, or if additional gravel is required, the ENGINEER would provide a bulletin to request pricing with recommended corrections.
6. Q: The GC is called out to maintain the existing silt fence, who removed the silt fence at the end of the project?
A: The contractor shall remove the silt fence.
7. Q: Can you specify the sieve analysis you are requiring for the ADA gravel? I don’t see it listed in the spec
A: Type A3, Special Trail Aggregate, free of all dirt, clay and foreign material with the following gradation requirements.

8. Q: Can the trail be 7’ wide to match my equipment width?
A: No extra compensation will be provided for trail widths exceeding plan dimensions.
9. Q: Will UPEA provide center line stakes for the trail and proposed trail elevations at regular intervals?
A: Per Addendum No 1, the Contractor shall provide any additional staking required for the project. A CAD file will be provided to work from.
10. Q: The bidge says it needs to have a clear span of 42’, but the drawings show 40’. Which is required?
A: This was answered in Addendum No. 1.
11. Q: Houghton-Douglass Falls sign. A) I think we need one of each sign, and these should be one sided, but can you confirm? B) Is this sign reflective? C) Do you need holes in the corners? D) What material should this be made out of ? E) Is the contractor responsible for installing this sign, and if so, how should it be installed?
A: One of each sign is required (2 signs total). The signs are metal, reflective and require holes, please see the MDOT 2020 Standard Specifications for Construction and the permit in Appendix IV for sign and mounting requirements. The contractor is responsible for installing these signs.
