About this file
This is Addendum No. 1 to bidding documents issued by U.P. Engineers & Architects, Inc. on behalf of the Michigan Department of Natural Resources for the Houghton-Douglass Falls Veterans Memorial Scenic Site Phase I project located in Houghton County, Michigan. The project involves the construction of a trail system, bridge installation over Hammell Creek, parking area paving, signage, and a kiosk structure. Key clarifications provided in the addendum address bridge specifications (40 feet overall length with 4 feet clear width between handrails), trail alignment requirements, signage specifications (two permanent D7-7d signs and one R1-1 stop sign), and contractor responsibilities for staking and layout. A pre-bid meeting was held with an attendance record attached to the addendum. The contractor must acknowledge receipt of Addendum No. 1 on the bid form and shall bid the project as shown on the plans, with only minor alignment adjustments permitted during construction for slope optimization and issue avoidance.
The addendum includes specification additions regarding environmental restrictions, including a prohibition on work in Hammell Creek during September without written Department of Natural Resources permission and requirements to retain standing snags and cavity trees while avoiding tree cutting from June 1 through July 31 to protect endangered northern long-eared bats. An EGLE permit (WRP045330 v.1) issued June 4, 2025, authorizing installation of an 8-foot-wide by 40-foot-span clear span bridge is included with a five-year expiration date of June 4, 2030. The permit requires compliance with various environmental protections and conditions, including anchoring the bridge to prevent floatation during high water and ensuring bridge approach fills slope to natural ground elevations within ten feet of either end. Revised plan sheets address abutment details, kiosk foundation details, sidewalk dimensions, signage modifications, and truss shop drawing requirements, with alternate work including paving of the gravel parking area.

ADDENDUM # 1
File No. 751/22463.TAP
Michigan Department of Natural Resources
Houghton - Douglass Falls Veterans Memorial Scenic Site
Houghton County, Michigan
This ADDENDUM NO. 1, issued on June 9, 2025 is to clarify, modify and/or change the original plans and specifications issued by U.P. Engineers & Architects, Inc. and is hereby made a part of the bidding documents.
Bidders are required to acknowledge receipt of this ADDENDUM NO. 1 on the appropriate place on the Bid Form.
Pre-Bid Meeting
1. Attendance Record is attached to this Addendum.
Contractor Questions
1. Q: I noticed that the drawings and specifications differ on the size of the bridge. The drawings call for a 40'0" long x 4'4" wide bridge. (The drawings show a 4'0" clear width, which translates to an extra 4" of width at deck level.) The Specifications call for a 42'0" long x 4'0" wide bridge.
A: The bridge shall be 40’-0” overall length (end to end) and 4’-0” clear between handrails as shown on sheet S101.
2. Q: Does the shape of the bridge need to match what is shown on sheet S101?
A: No, the final shape of the bridge will be determined by the manufacturer. The main requirements are the overall length, clear width between handrails, height of the handrails above the deck and spacing between handrails. All of these are shown on sheet S101.
3. Q: Will more stakes be added for the trail centerline during construction or is it the responsibility of the contractor to stake the trail?
A: It is the responsibility of the contractor to stake the trail for construction. The PSC will provide a CAD drawing to the selected contractor for staking and layout purposes.
4. Q: Can modifications be made to the trail to reduce some of the curves?
A: Contractor shall bid the trail as shown on the drawings. The trail alignment has been set to avoid tree cutting, rock excavation and provide the required slopes for ADA accessibility. Minor alignment adjustments may be implemented during construction to avoid issues or improve slopes as they come up, however, for bidding purposes, the trail shall be bid as shown on the plans.
5. Q: What kind of post are you expecting the “stop” sign to be installed on (MDOT standard #3 lb galvanized u-channel or 4” x 6” wood post in concrete foundation (it’s only a 24” stop sign)? I also just wanted to make sure that you weren’t expecting this one
ADDENDUM NO. 1
751-21126.JBB Houghton-Douglass Falls – Addendum #1 June 9, 2025 to be a bollard type like the handicap signs are (I don’t think that one would fly within the mdot right-away because that’s not break-a-way).
A: Stop sign R1-1 (Permanent Signs table on Sheet C102) shall be a 30”x30” sign installed on either a 4x6 breakaway post or galvanized U channel per MDOT requirements. See the MDOT permit under appendix IV of the specifications for sign requirements in the MDOT right of way. The bollard type sign as shown in detail
A5/C501 is only intended for the two (2) handicap parking signs.
6. Q: I also need to find out if your expecting 4 ea total of the larger signs (approach signs/access signs) or maybe 2 ea permanent and 2 ea temporary?
A: Only two (2) D7-7d signs are required. The word “scenic site” shall be removed from the signs shown on sheet C102 (they are shown correctly in detail A3 on sheet C501).
Also remove the “SIGN, TYPE B, TEMP, PRISMATIC, FURN & OPER” and “SIGN, TYPE B, TEMP, PRISMATIC, SPEC FURN & OPER” descriptions on the permanent signs table. All signs shown in the table are permanent.
Specifications
1. Add the following to the Special Working Conditions:
8. No work must be performed in Hammel Creek during the month of September without the written permission from the Department of Natural Resources. Work upland of the ordinary high water mark is allowed.
2. Add 9-gauge wire mesh rodent screens to the shop drawing submittal log.
3. Add the attached EGLE Permit under Appendix VI. Contractor shall note restrictions for tree cutting as outlined in the permit.
Plans (revised plan sheets attached)
1. C102: remove the words scenic site from signs (D7-7d), revise the size of the stop sign and total square footage, remove MDOT ‘temp sign’ descriptions.
2. S100: revised abutment plan, elevation, and sections with additional rebar and dimensions (A1, B1, D3, D5).
3. S100: contractor to install aluminum drip edge, add 2x6 beam at top of truss and add requirement for submittal of truss shop drawings (B3, B5).
4. S100: contractor shall cut and fit sandstone block to match kiosk foundation detail (D1).
Sidewalk and dimensions adjusted.
5. S100: revised kiosk foundation and sidewalk plan to reflect sawcut joints (A5). Sidewalk under kiosk to be included with alternate 1.
