About this file
This document is an informational sheet about the Service Disabled Veteran Owned Business (SDVOB) Preference program administered by the State of Michigan Department of Technology, Management, and Budget (DTMB). The SDVOB Preference provides a 10% pricing preference for businesses owned by qualified service-disabled veterans bidding on State of Michigan contracts. To claim this preference, bidders must indicate SDVOB status in their bid response and provide required documentation including a DD214 or equivalent for proof of service and discharge conditions, proof of service-connected disability via DD214 or VA Rating Decision Letter, and proof of business ownership through appropriate legal documents. Alternatively, the state accepts National Veterans Business Development Council (NVBDC) certification as verification of eligibility under certain conditions. The state does not pre-certify businesses as SDVOBs and does not accept federal Center for Verification and Evaluation (CVE) database or US Small Business Administration VetCert certifications.
The pricing preference applies to service-disabled veterans with disabilities incurred or aggravated during active military, naval, or air service as defined in 38 USC 101(16). Qualification requires that a business entity be 51 percent or more owned by one or more veterans with a service-connected disability. Additional detailed information regarding the SDVOB Preference Fact Sheet is available through the Michigan DTMB Procurement website, along with references to Public Act 91 of 2005 and the NVBDC certification resources.

About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
