About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB), on behalf of the Department of Natural Resources, is procuring construction services for the DNR Gaylord District Headquarters Multi-Division Storage Facility located at 1732 M-32, Gaylord, Michigan 49735, within Ottawa County and Fruitport Village jurisdiction. The project involves the design and construction of a one-story pre-engineered metal storage building comprising approximately 24,560 square feet of mixed-use storage space across multiple operational divisions, including heated and unheated bays designated for Wildlife, Law Enforcement, Chemical Storage, and Fire and Rescue Division use, along with a 942-square-foot mezzanine level. The facility design includes concrete foundations and slab-on-grade flooring, interior concrete masonry unit partitions, a steel-framed mezzanine with concrete slab, 14-foot by 14-foot overhead doors with electric operators, personnel access doors, fire-rated wall assemblies ranging from two to three hours, and twenty-foot-wide concrete aprons surrounding the structure. The scope of work encompasses civil site work including clearing, grubbing, earthwork, erosion control, utility extensions for water and sanitary services, electrical service limited to general power and LED lighting, a chain-link security fence with barbed wire topping at a bullpen location measuring approximately 300 by 300 feet, and all associated final grading and restoration. Electronic bids were due January 12, 2022, at 2:00 p.m. local time via the SIGMA VSS platform with a mandatory pre-bid walk-through inspection and site tour held December 21, 2021, at 10:00 a.m.; questions were accepted until January 5, 2022, at 5:00 p.m. The contract time is 365 calendar days from the Notice to Proceed with liquidated damages of $400.00 per calendar day for delays beyond Substantial Completion, and bidders were required to submit a five percent bid guarantee with performance and payment bonds required for all bids exceeding $50,000.00.
Michigan-Based Business Certification requirements apply to bids exceeding $100,000.00, with all work subject to compliance with the 2015 Michigan Building Code, applicable MIOSHA standards, and comprehensive special inspection requirements for structural steel, welding, concrete, soils verification, and firestopping. The contract documents specify materials and equipment standards including structural steel conforming to ASTM A992 and A500 specifications, concrete with minimum 28-day compressive strength of 4000 to 4500 PSI depending on application, chain-link fence fabric complying with ASTM A392, and a single-source overhead door supplier providing all overhead doors with electric operators and remote operation capability. The project was funded entirely through the State of Michigan with no federal funding involvement, and no specific contract award value or budget range is disclosed in the procurement documents; however, the scale and complexity of the project involving site preparation, structural construction, utility installation, and security fencing indicates a substantial construction undertaking. Contractors must demonstrate experience in pre-engineered metal building construction, site development, utility installation, and security fence installation, with qualifications to be verified through the bidding process. No incumbent vendors or current contractors are identified in the procurement documents, and the project does not require integration with existing infrastructure beyond coordination with Consumers Power Company for electrical service connection and MISS DIG utility locating procedures.
