About this opportunity

The State of Michigan Department of Technology, Management and Budget, in coordination with the Michigan Department of Natural Resources and the Michigan Department of Environment, Great Lakes and Energy, is soliciting proposals from professional services contractors to conduct a Phase 100 architectural and engineering study for a new sewage disposal system at Bewabic State Park in Crystal Falls, Michigan. The procurement seeks comprehensive professional services to evaluate the park's aging sewage infrastructure constructed in 1974 and 2002, which currently experiences system backups and defects affecting two toilet/shower buildings, a sanitation station, and associated drain fields. Deliverables include evaluation of existing conditions, investigation of replacement options (separate or combined on-site facilities), assessment of impacts to park lands including potential wetland impacts and soil suitability, coordination with state agencies regarding wastewater disposal requirements, and cost estimates at 50%, 90%, and 100% completion stages. The contractor must demonstrate successful experience in planning and executing similar projects in compliance with applicable local, state, and federal regulations. Proposals will be evaluated on technical merit (80 percent weighting) and cost (20 percent weighting), with evaluation conducted by an Ad Hoc Advisory Committee. Critical deadlines include a mandatory pre-proposal meeting on September 5, 2019, at 10:00 a.m. CST at Bewabic State Park Headquarters Building; written questions due by September 10, 2019, at 5:00 p.m. EST; and proposals due by September 19, 2019, at 2:00 p.m. local time, submitted electronically through the State of Michigan Procurement System (SIGMA VSS) plus five hard copies and one electronic PDF copy. Contract award is anticipated for early October 2019, with Phase 100 completion required by November 30, 2020 (as modified by Addendum No. 1).

Respondents must provide a signed Certification of Michigan Based Business and a Responsibility Certification form to be considered for award. The project includes defined testing and allowance budgets totaling $22,000, comprising EGLE permitting costs ($1,000), Phase I Archaeological Survey ($10,000), Soil Sampling and Soils Analysis ($6,000), and a $5,000 Owner's Directed Allowance for testing as identified by the contractor. Compensation is structured on a not-to-exceed fee basis utilizing billable hourly rates by employee classification and anticipated project hours, with reimbursable expenses including actual costs for printing, soil borings, site surveys, laboratory testing, and travel expenses beyond 100 miles one-way reimbursed at Michigan state rates. All other costs, including fringe benefits, insurance, meals, lodging, and overhead, must be included in the professional's billing rates. The contract will be awarded under DTMB Billable Rate Professional Services Contract standards and procedures, with the contractor required to comply with DTMB naming conventions and documentation standards. No additional incumbent contractor information, set-asides for disadvantaged enterprises, or infrastructure integration requirements are specified in the solicitation documents.
