About this opportunity
Michigan's Department of Technology, Management and Budget (DTMB), Design and Construction Division, is soliciting proposals on behalf of the Department of Natural Resources Fisheries Division for Phase 100 engineering studies of Tomahawk Creek Dam and Hoister Lake Dam under file 751.26612.MAA, with mandatory pre-proposal site visits beginning November 4, 2026 and proposals due December 3, 2026. Respondents must submit a signed Certification of a Michigan Based Business and a Responsibility Certification with their proposals. The professional is ineligible to bid on construction work resulting from the contract and must not employ firms anticipated to be construction bidders without written authorization. No set-aside is indicated. If construction mechanics are used, Michigan's 2023 PA 10 prevailing wage requirements apply.
The study evaluates removal, repair, and rebuild alternatives for Tomahawk Creek Dam in Presque Isle County and Hoister Lake Dam in Gladwin County, including pros and cons of each alternative, cost estimates for all project phases, and engineering recommendations aligned with the Fisheries Division's operational and management goals. The project must comply with federal EPA, OSHA, and DOT regulations, state DCH, EGLE, DNR, and MIOSHA regulations, and applicable local standards. Deliverables include a predesign meeting on January 5, 2027, a 50% recommendation review on April 2, 2027, and a 100% report due April 16, 2027.
Cost proposals must use billable hourly rates for professional staff and anticipated hours by phase. Reimbursable expenses are limited to printing, reproduction, soil borings, site surveys, laboratory testing, and travel exceeding 100 miles one-way at State of Michigan rates. A markup not to exceed 5 percent applies to reimbursables and sub-consultant services. Overhead, including fringe benefits, insurance, travel under 100 miles, computer time, and indirect costs, must be included in billing rates. Proposals are evaluated 80 percent on the technical proposal and 20 percent on cost.
Mandatory pre-proposal meetings are scheduled for November 4, 2026 at 10:00 a.m. at the Atlanta DNR Office for Tomahawk Dam and November 5, 2026 at 10:00 a.m. at the Roscommon CSC for Hoister Dam. Written questions are due November 12, 2026 at noon Eastern to Maria Alvaro at alvarom1@michigan.gov. Proposals are due December 3, 2026 at 2:00 p.m. Eastern through SIGMA VSS, with individual attachments not exceeding 25 megabytes. The award recommendation is expected within thirty days after the proposal deadline.
