About this file
This is an Addendum No. 1 to a Request for Proposal issued by the Michigan Department of Technology, Management and Budget, State Facilities Administration Design and Construction Division for the Bewabic State Park New Sewage Disposal System Study. The addendum, issued on September 9, 2019, with a proposal due date of September 19, 2019, modifies the original RFP scope and requirements. Key modifications include a mandatory PSC (Professional Services Contractor) walkthrough with an attached attendee list, incorporation of a 45-day archeological exploration permit application process into the proposed schedule, and revision of the Phase 100 completion date to November 30, 2020. Additional scope changes include elimination of Contact Station and Beach House drain field evaluation, addition of converting campsites 119-128 (10 total campsites) to full hookup sites in the basis of design, and inclusion of a concept to demolish two existing toilet shower buildings and construct one new facility to accommodate 130 campsites in compliance with DEQ campground rules.
The addendum specifies technical requirements for effluent concentration testing under a $5,000 Owner's Directed allowance, with itemized costs to be included in proposals. Testing shall occur within the existing system and at the discharge point, including analysis of BOD levels, phosphorus, ammonia, and formaldehyde across a minimum of four sample sets (four peak and two non-peak) scheduled following the Memorial Day and Fourth of July holidays. Travel reimbursements and billing rates must comply with the attached DTMB-430 Minor State Capital Outlay Projects Billable Rate Request for Proposals from Professional Service Contractors. A concept map of the combined toilet shower building development is attached, along with applicable DEQ Public Act governing campgrounds regulations.
