About this opportunity

The State of Michigan Department of Technology, Management and Budget, in coordination with the Michigan Department of Natural Resources and the Sault Ste. Marie Tribe of Chippewa Indians, is procuring general construction services for the "Heart of the Great Turtle Island / Gchi Mshiikenh Deh Minising" project located in Moran Township, Michigan at Father Marquette National Memorial. The project encompasses the design and construction of a new Learning Commons building, Powwow Grounds restroom building and pavilion structures, and comprehensive site and utility improvements totaling approximately 16 months of construction activity. Deliverables include a fully operational Learning Commons facility with mechanical, electrical, and plumbing systems; site work including water main installation (3-inch mains for 380 feet and 2-inch services for up to 820 feet), sanitary sewer and forcemain connections, electrical service with pad-mounted transformer, natural gas service, and stormwater management systems; landscape restoration; ADA-compliant parking, pavement, and facility access; and compliance with soil erosion and sedimentation control requirements under Michigan Natural Resources and Environmental Protection Act Part 91. The contractor must obtain all permits from the Michigan Department of Licensing and Regulatory Affairs, employ a full-time jobsite superintendent, coordinate with Cloverland Electric for electrical service requirements, call Miss Dig 811 at least three working days prior to construction, provide an archeologist from the DNR to monitor all excavation activities with 14 days' notice, and preserve sacred cedar trees without removal. Critical specifications include compliance with the 2017 National Electrical Code for the Learning Commons and 2023 NEC for Powwow Grounds, installation of operable wall systems (KWIK-WALL Series 2000, Model 2020 or approved equal), acoustical ceilings (Mars 3/4-inch flat white panels with Donn DX 15/16-inch suspension system), fire suppression systems designed and built by the contractor's fire suppression company, and specific finishes including LVT-1 flooring in women's and janitor's restrooms and ceramic tile in men's restroom. The mandatory pre-bid walk-through inspection was held on December 6, 2024, at 1:30 p.m. at Straits State Park Headquarters (720 Church Street, St. Ignace, Michigan); vendor and contractor representatives were required to submit a LEIN Request form five business days prior to attendance. Questions regarding the project must be submitted by email to Christy Summers at csummers@bria2.com no later than 12:00 p.m. Eastern on Wednesday, December 11, 2024. Original bid responses were due by December 18, 2024, at 2:00 p.m. Eastern time through the SIGMA VSS electronic submission system with a maximum of two attachments each under 6 MB; however, Addendum 3 modified the bid opening date to January 8, 2025, at 2:00 p.m., with submission requirements including a Bid Summary Form, Schedule of Unit Cost Prices (with a $100,000.00 allowance and $50,000.00 utility allowance), Schedule of Alternatives for water service to Powwow Grounds, Schedule of Change Order Prices, a Michigan-Based Business Certification Form, and bid security of 5 percent of the Base Bid Price in certified check or bonded form.

This project includes the Build America, Buy America Act (BABA) requirements, mandating that all iron, steel, manufactured products, and construction materials be produced in the United States, and is funded in whole or in part by federal State and Local Fiscal Recovery Funds (SLFRF) and a grant from the National Endowment for the Humanities. All workers on this project must comply with prevailing wage requirements under Michigan law (2023 PA 10) and the federal Davis-Bacon Act, with comprehensive wage rate schedules provided for various construction classifications in the Mackinac County area. Performance and Payment Bonds are required for all bids exceeding $50,000, and contractors must obtain and maintain Commercial General Liability insurance with limits of $2,000,000 each occurrence and Builders Risk Insurance at 100 percent of actual cash replacement value. The contract includes Qualified Disabled Veteran (QDV) designation eligibility, and bidders may submit QDV information including DD214 forms, proof of 51 percent ownership, and proof of service-connected disability. Liquidated damages are assessed at $1,000.00 per calendar day for work not substantially completed by the July 15, 2026 deadline, with Final Completion required by August 15, 2026. The contract award date is expected on or before February 19, 2025, with a Notice-to-Proceed issued approximately March 1, 2025, and construction commencing on April 15, 2025. All bids must remain open for acceptance for a minimum of 60 calendar days after bid opening, and the Owner retains the right to extend the bid hold period without increasing the bid price or contract time. Although specific overall budget information is not disclosed in the bidding documents, the project scope involving substantial construction, utility infrastructure, and 16 months of labor suggests a contract value exceeding the $50,000 threshold requiring bonding.
