About this opportunity

The Michigan Department of Technology, Management and Budget is soliciting bids for the Lexington State Harbor Marina Redevelopment project (Project 751/17282) located at 741 Huron Avenue in Lexington, Michigan, with bids due June 17, 2026 at 2:00 p.m. Eastern Time — extended one week from the original June 10 deadline per Bid Addendum #2 issued June 3, 2026.

The scope encompasses demolition of existing fixed and floating dock structures totaling 18,634.8 square feet; dredging of approximately 11,600 cubic yards from two designated harbor areas (Area A: 2,800 cy; Area B: 8,100 cy) to depths of 571.15 and 570.15 feet NAVD88 respectively; installation of three new floating docks (Dock A: 423 by 57 feet; Dock B: 410 by 106 feet; Dock C: 392 by 76 feet); construction of a 220-foot boardwalk on thirty-two timber piles; a 12-foot by 18-foot service pier building; two fixed access platforms; and two ADA-compliant gangway ramps. Work includes utility demolition and installation of potable water, sanitary, electrical, dry fire, and fuel systems. Mooring cleats on floating docks must be cast aluminum alloy (revised per Addendum #2); gangway ramp decking shall be timber to match floating docks. Dredged material disposal requires sediment testing and approval; sediment investigation results (Addendum #2) identified arsenic exceeding Part 201 and Part 115 criteria at three locations and selenium above residential cleanup criteria across all eight samples; materials are non-hazardous per TCLP but require licensed facility disposal. Work is subject to Michigan Department of Environmental, Great Lakes, and Energy permit WRP045190 v.1.0 (issued May 23, 2025; expires May 23, 2030) and U.S. Army Corps of Engineers permit LRE-2003-163450-N25 (issued June 10, 2025). No work is permitted between May 1 and June 30 due to spawning and migration periods. Comprehensive sediment and erosion control measures, turbidity curtains, and all environmental compliance are required.

Questions are due June 8, 2026 at 5:00 p.m. Eastern Time. A mandatory pre-bid conference was held May 28, 2026 via Microsoft Teams; an optional onsite tour was available May 29, 2026. Bidders must provide 5% bid security and proof of State Project Registration from the Michigan Department of Labor and Economic Opportunity. Bids must be submitted electronically through SIGMA VSS with a maximum of two attachments under 25 megabytes each.
