This document is Bid Addenda #2 for the Lexington State Harbor Marina Development Project, issued by the State of Michigan Department of Natural Resources (DNR) through the contracting agency DTMB. The addendum provides supplemental information and clarifications to the original project plans and specifications. Two significant supplemental reports have been attached: sediment testing results from the proposed dredge area and a geotechnical investigation report. The bid form has been updated to include two additional line items (33 20 00.01 Fuel System Demolition - Marine and 33 20 00.02 Fuel System Demolition - Upland) on pages 1 through 11 of the MICHSPEC Section 00300 Bid Schedule. The original bid submission deadline has been extended by one week to June 17, 2026, at 2:00 PM Eastern Time, with a corresponding extension of the bid question deadline to June 8, 2026, at 5:00 PM Eastern Time.

The addendum addresses four key questions and clarifications regarding project specifications. Upland and marine fuel system demolition costs are included in Pay Items 33 20 00.02 and 33 20 00.01 respectively. Mooring cleats for the floating dock system must be constructed of cast aluminum alloy rather than galvanized steel. Gangway ramp decking shall consist of timber to match the floating docks, not non-slip decking as initially noted in the drawings. The sediment investigation, conducted on December 9, 2024, identified arsenic concentrations exceeding Part 201 Residential Direct Contact Criteria and Part 115 Soil Dredge Criteria at three sample locations (SS-04, SS-05, and SS-08), while selenium was detected above residential cleanup criteria across all eight samples. The sediments are classified as non-hazardous per TCLP analysis, though disposal at a licensed facility is required per applicable regulations.

1.0 Introduction

Fishbeck conducted a sediment characterization investigation on December 9, 2024, at Lexington State Harbor, 7411 Huron Avenue, Lexington, MI 49085 (Site) on behalf of Edgewater Resources. A site location map is provided in Figure 1. The purpose of the investigation was to collect representative samples to characterize sediment in the proposed dredge area of the Marina for the presence of chemicals of concern (COCs). A map showing boring locations and the approximate area of proposed dredging is provided in Figures 2. This report documents the work described in the proposal dated August 16, 2024. The Site investigation involved the completion of eight hand auger sediment borings, and the collection of eight sediment samples (including one waste characterization sample).

Based on the findings of this investigation, the offshore sediment (in the area of the proposed dredging) was less than 90% sand. The analysis of polynuclear aromatic compounds (PNAs) and Biological oxygen demand (BOD) were non-detect for all soil samples. RCRA 8 Metals Arsenic and Selenium (B) were detectable in soil samples exceeding EGLE Part 201 GRCC, and Soil Dredging Criteria.

2.0 Investigation Methods

On December 9, 2024, Fishbeck completed eight sediment borings, SB-01 through SB-08 and collected 8 corresponding sediment samples, SS-01 through SS-08. The sediment boring locations are shown on Figure 2.

2.1 Sediment Sampling

Fishbeck completed eight hand auger sediment borings (SB-01 through SB-08), using a stainless steel, 4-inch hand-auger from the edge of the docks, between boat slips. Copies of the boring logs are provided as Appendix 1.

Sediment was collected from the entire depth of the boring and homogenized to form one composite sample at each boring. The target depth of the boreholes was 1 to 3 feet below the existing sediment level. All boreholes were completed to a total depth of 3 feet below the existing sediment level.

The sediment samples were homogenized and collected directly into laboratory-prepared bottles, stored on ice in an insulated cooler, sealed, and transported under chain-of-custody documentation to Trace Analytical Laboratories, Inc. of Muskegon, Michigan, for laboratory analysis of PNAs using EPA Method 8270, RCRA 8 metals, BOD, and Percent Solids.

A separate waste characterization sample (WC) was collected from sample location SB-06 for analysis of TCLP PNAs, and TCLP RCRA 8 metals.

3.0 Investigation Results

The sediment analytical results were compared to applicable EGLE Part 201 GRCC, EGLE Aquatic Life and Wildlife Screening Guidelines, and EGLE Dredge Criteria and Detection Limits and are provided in Table 1. Copies of the laboratory reports are provided as Appendix 2.

3.1 Sediment

In general, approximately 3 feet of sludge was encountered with some fine grained sand with some dark gray/black organic material. A copy of the boring logs is provided in Appendix 1.

The analytical results for PNAs did not identify any exceedances for the EGLE Part 201 GRCC, EGLE Soil Dredge Criteria, or EGLE Aquatic Life and Wildlife Screening Criteria.

\\CORP.FTCH.COM\ALLPROJECTS\2024\241817\WORK\REPT\SEDIMENT SUMMARY\SEDIMENT SUMMARY REPORT_2025_0122.DOCX

The analytical results for RCRA 8 Metals identified exceedances of EGLE Part 201 GRCC for arsenic identified in SS-02 through SS-5 and SS-08. Exceedances above EGLE Soil Dredge Criteria for arsenic were encountered at SS-04, SS-05, and SS-08. Exceedances above EGLE Part 201 GRCC for selenium were encountered at SS-01 through SS-08. Selenium was detected at the EGLE Aquatic Life and Wildlife Screening Criterion of 1,900 µg/Kg in SS-05 but did not exceed the criterion. A summary of the analytical results is presented in Table 1.

3.2 Waste Characterization

The TCLP analytical results for the sediment did not identify any exceedances of laboratory detection limits.

Therefore, the sediments are considered to be non-hazardous. The analytical results are provided in Appendix 2.

4.0 Summary and Conclusions

Short-term exposure risks to site workers were identified based on the analytical results obtained during this investigation. Results from the investigation showed arsenic concentrations in the sediment at three locations (SS-04, SS-05, and SS-08) exceeded Part 201 Residential Direct Contact Criteria and Part 115 Soil Dredge Criteria.

No SVOCs were detected above laboratory reporting limits in the sediment samples. The findings suggest that the sediment is impacted by metals above Statewide Default Background Levels and may pose a Direct Contact risk to human health and the environment, and should be disposed of at a licensed disposal facility in accordance with applicable laws and regulations.

4.1 Qualifications and Limitations

The findings presented in this report were based on the analytical results of the limited site-specific sediment testing from the December 2024, investigation and are subject to Fishbeck’s standard qualifications and limitations. The conclusions and recommendations made in this report are based on current EGLE regulations promulgated under Michigan’s NREPA, as amended, as of the date of this report.

This Sediment Summary Report is provided for the exclusive use of Edgewater Resources.

The potential exists for unknown conditions to be encountered during dredging. These situations, if encountered, will have to be addressed on a case-by-case basis by the Site Manager.

Volatilization to Indoor Air Pathway Screening Levels; EGLE Guidance for the Vapor Intrusion Pathway, February, 2024.

(B) Background, as defined in R 299.5701(b), may be substituted if higher than the calculated criterion.

(D) Calculated criterion exceeds 100 percent; hence it is reduced to 100 percent or 1.00E+09 parts per billion (ppb).

(G) Criterion dependent on receiving surface water hardness; calculated criteria based on water hardness of 150 mg/L.

(H) Data provided for total chromium only; evaluated against hexavalent Chromium criteria.

(M) Calculated criterion is below the target detection limit (TDL); first number is the criterion (TDL), the second is the risk-based value.

(M*) The VIAP SL may be below TDL. In accordance with Sec. 20120a(10) when the TDL for a hazardous substance is greater than the developed VIAP SL, the TDL is used to evaluate the risk posed from the pathway.

(X) Criterion is not protective for surface water used as a drinking water source.

(MM) Hazardous substance is a carcinogen with a mutagenic mode of action. The cancer potency values used in calculating VIAP SLs are modified using age-dependent adjustment factors for those carcinogenic chemicals identified as mutagenic.

DATA Insufficient physical chemical parameters to calculate a VIAP SL for specified media. If detections are present in specified media, health-based soil vapor value should be used to evaluate risk.

24L0434Trace ProjectRE:

Dear Mr. Perschbacher:

Enclosed are your analytical results. The results of this report relate only to the samples listed in the body of this report.

This report was regenerated to add Copper, Nickel and Zinc to the sediment samples per the clients request.

All reports were examined through Trace's validation process to ensure that requirements for quality and completeness were satisfied. All reported analytical results were obtained in accordance with the methods referenced on the reports. Every practical effort was made to meet the reporting limit specifications for this work , however, some results may have raised reporting limits to correct for percent solids.

For clients that require NELAP Accreditation, Trace certifies that these test results meet all requirements of the NELAP Standard , except for those analytes with a "N" notation. These analytes have not been evaluated by NELAP at Trace's discretion and will not be reported unless requested by client.

If you have questions concerning this report, please contact me at 231.773.5998 or by email at jmink@trace-labs.com.

Sincerely, Senior Project Manager

Jon Mink
