About this opportunity
The City of St. Petersburg, Florida is issuing a Request for Qualifications (RFQ) to procure Construction Manager at Risk (CMAR) services for the 6th Avenue South Infrastructure and Streetscape Improvements Project (Project No. 25194-130). The selected construction management firm must be licensed as a general contractor in Florida and will provide comprehensive pre-construction and construction phase services for a multi-phase project encompassing the replacement of approximately 3,120 linear feet of 16-inch ductile iron potable water main along 6th Avenue South from Dr. Martin Luther King Jr. Street South to 3rd Street South, which currently supplies water to the Bayfront Hospital complex. Following pipeline construction, the project includes roadway modifications incorporating milling and resurfacing of the full 6th Avenue South corridor and construction of a separated bikeway on the south side of the roadway to connect to the Booker Creek Trail, per the Innovation District Streetscape and Connectivity Plan. Pre-construction services required include design review, cost estimating, constructability analysis, value engineering, schedule development, risk analysis workshops, and preparation of a guaranteed maximum price (GMP) proposal, while construction phase responsibilities encompass schedule management, cost control, permit acquisition, health and safety planning, quality and safety management, stakeholder coordination with Orlando Health Bayfront Hospital and the St. Pete Innovation District, and closeout services. The RFQ was released on January 20, 2026, with a deadline for questions on February 10, 2026, and proposal responses due February 26, 2026 at 3:00 p.m., submitted electronically through the City's online portal; the selection committee will shortlist not fewer than three qualified respondents for interviews scheduled on April 1, 2026, with City Council approval required following negotiations. Evaluation criteria include Team Background and Key Staff Availability (35 points), Experience and Relevant Project Examples (25 points), and Project Approach (25 points), with additional pass/fail considerations for Minority Business Enterprise (MBE), Small Business Enterprise (SBE), and Woman Owned Business Enterprise (WBE) certifications totaling 15 points. Qualified respondents must submit a Statement of Qualifications limited to 75 pages, including a transmittal letter, table of contents with PDF bookmarks, team composition using SF330 forms, organization chart, identification of subconsultants and subcontractors, key personnel resumes, five reference projects each exceeding $9,000,000 in contract value, firm qualifications, project approach documentation, three client references, network security procedures, technology capabilities compatible with AutoCAD Civil 3D 2021 and ESRI ArcMap 10.8/ArcPro Version 3.0, and current Florida licenses.
The RFQ includes set-aside considerations for MBE, SBE, and WBE certifications as part of the evaluation criteria. The project manager and substitute project manager must each possess a minimum of five years of applicable experience and remain with the project throughout the City's base agreement term without replacement without prior written City approval. All Construction Manager employees and subcontractors with regular site access must comply with Florida Statute 448.095 E-Verify requirements and undergo criminal background checks per Florida Statute Section 373.6055. AECOM Technical Services, Inc. will develop construction plans and specifications. The contract is structured as a Cost of the Work Plus Fee with Guaranteed Maximum Price arrangement incorporating AIA Documents A133-2019 and A201-2017. Insurance requirements include Commercial General Liability ($10,000,000 occurrence/$10,000,000 aggregate), Commercial Automobile Liability ($2,000,000 combined single limit), Workers' Compensation with Employer's Liability ($500,000 each accident and disease), and Pollution/Environmental Liability ($3,000,000 per occurrence). The Construction Manager must furnish a Public Construction Bond equal to the cumulative Guaranteed Maximum Price, with surety rated "A" with financial category Class VII in Best's Key Rating Guide. The project budget is identified as $7,000,000, with funding sourced through the City of St. Petersburg; liquidated damages for delay are capped at one hundred percent of the Construction Manager's Fee, and the City reserves the right to directly purchase materials valued at fifty thousand dollars ($50,000) or greater as Owner Direct Purchase items, with the contractor responsible for warranty enforcement and inspection upon delivery.
