Exhibit A - Scope Of Services Construction Manager at Risk
6th A/S Infrastructure and Structural Improvements City of St. Petersburg, Florida
Project No. 25194-130
INTENT
The City of St. Petersburg, Florida (“City”) is seeking the services of a qualified construction management (“CM”) firm interested in providing construction management services for the 6th A/S Infrastructure and Structural Improvements Project. This project includes the replacement of approximately 3,120 linear feet (LF) of 16-inch ductile iron (DI) potable water main, located along 6th Avenue South from Dr. Martin Luther King Jr. Street South to 3rd Street South.
Following the pipeline construction, a two-direction separated bikeway will be created on the south side of 6th Avenue South in accordance with the Innovation District Streetscape and Connectivity Plan. The new bikeway will be constructed in conjunction with milling and resurfacing of the full roadway.
SCOPE SUMMARY
The City of St. Petersburg owns and operates a 16-inch DI potable water main along 6th Avenue South that provides water to the Bayfront Hospital complex. This project will replace approximately 3,120 LF of 16-inch DI potable water main along 6th Avenue South from Dr. Martin Luther King Jr. Street South to 3rd Street South. The project includes the appropriate testing and disinfection of the proposed water main, connection to the existing water mains at each end of the project and to existing services, associated valves, fittings, fire hydrant assemblies and appurtenances required to replace the existing 16-inch water main.
Following the pipeline construction, a roadway project will be implemented (City Project No.
18108-112) to modify 6th Avenue South corridor and create a separated bikeway on the south side of the roadway, which is intended to connect to the Booker Creek Trail. The separated bikeway is a key recommendation of the Innovation District Streetscape and Connectivity Plan and will be constructed in conjunction with milling and resurfacing of the full roadway.
BACKGROUND
Bayfront Hospital has expanded an emergency ambulance ramp and needed to relocate a 16" DI water main that runs from Dr. Martin Luther King Jr. Street South to 3rd Street South on 6th Avenue South. Construction work in the area caused damage to several portions of the pipeline and the City has replaced several sections of pipe in this corridor.
This project addresses an area of existing water mains within the City's distribution system that have become a high maintenance problem due to the age of the pipe and the material. Pipe failure can result in water loss and/or interruption of service, road surface, and easement damage, as well as present other financial liabilities. Additionally, recent changes in disinfection and pending changes in water chemistry raise concerns of the impact to unlined and galvanized pipe in the distribution system.
The CM firm selected by the City shall provide pre-construction phase services and construction phase services that include, but are not limited to, construction cost estimating and constructability review services, value engineering analysis, schedule development and management, and
Rev: 02/15/24cm Page 2 of 4 construction services. All CM firms must be licensed to practice as general contractors in the State of Florida pursuant to Chapter 489 Florida Statutes by the submittal date for proposals.
AECOM Technical Services, Inc. has been retained by the City to develop construction plans and specifications for the project. Since the required improvements will be delivered using a CM delivery method, the contract documents will define the work in sufficient detail to obtain permits and allow the CM to plan the work and develop a Guaranteed Maximum Price (GMP). In general, the contract documents will include construction drawings and specifications. The drawings will provide sufficient plans, sections, and details to accomplish the stated objective of GMP development.
The major components of the project are described below:

CRIMINAL BACKGROUND CHECKS
The CM shall conduct a criminal history check (“Background Check”) for each CM’s subconsultant/subcontractor employee that will have regular access to the work site in accordance with the background check requirements set forth in Florida Statute Section 373.6055.
Prior to allowing a CM’s subconsultant/subcontractor employee regular access to the work site, the CM shall submit to the City's Design Manager an affidavit certifying that each such employee is qualified to regularly access the work site in accordance with Florida Statute Sections 373.6055(2), (3)(b) and (3)(c). If any CM’s subconsultant/subcontractor employee’s Background Check identifies criminal convictions or other criminal history factors that disqualify that employee from regular access to the work site, CM shall not allow that employee to have regular access to the work site, and an appeal process is not available. In the event the CM becomes aware that any CM’s subconsultant/subcontractor employee has been arrested or convicted for disqualifying offense, the CM shall immediately remove that employee from the work site.
An updated list of all CM’s subconsultant/subcontractor employees with regular access to the work site shall accompany the affidavit and be provided to the City's Design Manager along with the cell phone number of the CM's representative responsible for those employees. At any time, the City may request to view the Background Checks of the CM’s subconsultant/subcontractor employees working at the work site. CM shall make the Background Checks available for viewing as soon as possible, but no later than twenty-four (24) hours after the request. If the CM fails to provide the requested documentation, the employee(s) in question will not be allowed to continue work until the appropriate documentation has been received. The CM shall not be allowed an extension of the Contract Time due to any delay in the performance of the Work attributable to an employee’s inability to perform Work due to a Background Check being unavailable for inspection.
The failure of the CM to submit an appropriate affidavit or the submission of an affidavit containing false information shall be considered a substantial violation of the terms and conditions of the Contract Documents and shall provide a basis for termination of the Contract.
