About this opportunity

The Massachusetts Department of Transportation is requesting bids on pedestrian and bicycle improvements on Pleasant Street in Worcester under Federal Aid Project STP/HPP-0033(047)X, with proposals due July 28, 2026 at 2:00 p.m. via www.bidx.com. Bidders must be pre-qualified by MassDOT in the HIGHWAY-CONSTRUCTION or HIGHWAY-BIKE PATHS category and must obtain approval of a completed Request Proposal Form (R109) prior to submission; a 5% proposal guaranty is required.

The scope encompasses approximately 1.4 miles of roadway improvements including mill and overlay (34,730 square yards of fine milling and 3,910 tons of Superpave surface course), installation of buffered bicycle lanes, approximately 4,075 linear feet of new sidewalk on the north side, three rectangular rapid flashing beacon assemblies with crosswalk lights, granite curbing (1,378 linear feet), concrete sidewalk and curb ramp construction (640 square yards of curb ramps), drainage improvements (4 new deep-sump catch basins and 126 drainage-structure adjustments), tree trimming (1,430 linear feet), traffic control elements (over 28,000 linear feet of pavement markings), and utility coordination including relocation of gas mains (6,560 linear feet of HDPE pipe) and four utility poles. Work is restricted to 7:30 a.m. to 4:00 p.m., Monday through Friday, with no lane closures during peak hours (7:00–9:00 a.m. and 3:00–6:00 p.m.). Night work requires prior approval and 48-hour notice.

The estimated contract value is $3.925 million. Labor participation goals are 15.3% for minorities and 6.9% for women. The project is subject to prevailing wage rates, Buy America preference requirements, and environmental compliance including northern long-eared bat and tricolored bat protection (tree removal prohibited June 1 through August 15). The project falls within the Asian Longhorned Beetle Eradication Program Regulated Boundary; bid item 102.1 may be affected by ALB compliance conditions, and all associated costs must be included in bids. Addendum No. 1, issued July 2, must be acknowledged in all proposals. Questions are due by 3:00 p.m. the Tuesday preceding the bid opening to massdotspecifications@dot.state.ma.us. Digital ID applications from www.bidx.com must be submitted at least 14 days before bid opening.
