Addendum No. 2 to MassDOT Worcester Pedestrian and Bicycle Improvements Contract
This is Addendum No. 2 to the contract documents for the Massachusetts Department of Transportation's pedestrian and bicycle improvements project on Pleasant Street in Worcester, Federal Aid Project No. STP/HPP-0033(047)X. The addendum, issued July 17, 2026, transmits revisions to multiple contract documents including the Table of Contents (Document 00010), Notice to Contractors (Document 00104), Supplemental Specifications (Document 00715), Required Contract Provisions for Federal-Aid Construction Contracts (Document 00760), and Price Adjustment for Structural Steel and Reinforcing Steel (Document 00813). The project involves approximately 1.4 miles of roadway improvements including mill and overlay work, buffered bicycle lanes, new sidewalk construction (4,075 linear feet), three rectangular rapid flashing beacon assemblies, granite curbing (1,378 linear feet), drainage improvements including four new catch basins and 126 drainage-structure adjustments, tree trimming (1,430 linear feet), traffic control elements including over 28,000 linear feet of pavement markings, and utility coordination. The proposal opening date is Tuesday, July 28, 2026, at 2:00 p.m., and bidders must acknowledge receipt of Addendum No. 2 in their proposal submission. The estimated contract value is $3.925 million, with work restricted to 7:30 a.m. to 4:00 p.m., Monday through Friday, with no lane closures during peak hours.
The addendum makes substantial revisions to technical specifications covering milled rumble strips (Types A through D), traffic signal detection systems including vehicle and pedestrian detectors, power pedestals for electrical distribution, connected work zone notification systems with location markers and connected arrow boards, and preformed expansion joint fillers for concrete applications. Price adjustments apply to unfabricated structural steel and reinforcing steel based on the U.S. Department of Labor Bureau of Labor Statistics Producer Price Index, with adjustments only made when variances exceed 5% from base prices established at bid opening. The base steel price index for this contract is 370.1, with specific base prices listed for various steel types ranging from $0.52 per pound for AREA 140 LB rail to $4.61 per pound for Type 316 stainless steel. Prevailing wage rates apply to the project, with labor participation goals of 15.3% for minorities and 6.9% for women. The project is subject to environmental compliance requirements including protection for northern long-eared bats and tricolored bats, with tree removal prohibited from June 1 through August 15, and falls within the Asian Longhorned Beetle Eradication Program Regulated Boundary, with associated ALB compliance costs required to be included in bids.

in an emergency or fault flashing mode.
| The | locator | tone | shall | be | active | during | the | flashing | yellow | and | alternating | flashing | red | intervals | of | a |
| pedestrian | hybrid | beacon | phasing | sequence. |
| Upon | button | press, | the | locator | tone | at | that | pushbutton | shall | be | interrupted | and | a | speech | message | of | “Wait” |
| shall | be | broadcast. |
| The | normal | status | of | the | pilot | light | shall | be | dark. | The | pilot | light | shall | illuminate | upon | button | press | and | stay |
| illuminated | until | the | start | of | the | walk | interval, | when | it | shall | return | to | dark. | If | the | associated | pedestrian | phase | |
| is | set | to | pedestrian | recall, | the | pilot | light | shall | stay | illuminated | for | all | intervals | except | for | the | walk | interval. |

| *For | concurrent | pedestrian | phases, | during | the | walk | interval | the | speech | message | shall | be: | “[STREET | ||
| NAME]. | Walk | sign | is | on | for | [STREET | NAME].” | This | message | shall | be | broadcast | a | single | instance. |
| If | the | signal | is | programmed | to | rest | in | walk, | the | concurrent | pedestrian | speech | message | shall | be |
| repeated | upon | each | subsequent | button | press. |
*Note: See Plans for Street Name information.
The vibrotactile arrow shall vibrate during the walk interval.
| The | Contractor | shall | include | a | fault | relay | that | will | default | to | placing | a | constant | pedestrian | call | from | any |
