About this opportunity
The Texas Commission on Environmental Quality (TCEQ) is requesting proposals for laboratory analysis services across wastewater, public drinking water, municipal solid waste, industrial hazardous waste, petroleum storage tanks, and emergency response programs statewide, with proposals due March 23, 2026, at 3:00 p.m. Central Time. TCEQ anticipates awarding the contract to no more than five laboratories and will make multiple and/or regional awards.
Respondents must comply with the VetHUB (Veteran Heroes United in Business) program with TCEQ's current procurement utilization goal set at 1.0% for the Professional Services category, and must submit a HUB Subcontracting Plan demonstrating good faith effort in subcontracting opportunities. Respondents must also comply with federal Disadvantaged Business Enterprise (DBE) program requirements with MBE/WBE goals ranging from 21.43% to 31.06% for applicable categories. Executive Order GA-48 certification requirements prohibit involvement with entities listed under Section 889 of the 2019 National Defense Authorization Act or those controlled by foreign adversaries.
The scope encompasses sample receipt and acceptance/rejection, analytical procedures across routine (up to 20 days), priority (up to 10 days), and multiple emergency turnaround times (24-hour, 48-hour, and up to 5 days), sample holding time management, preventive equipment maintenance, data review and quality control, data reporting and analysis, results billing, and 24-hour, 7-day-a-week availability. Vendors with laboratory networks are preferred but not required; respondents must be capable of performing all analyses either in-house or through accredited subcontracted laboratories. Current TCEQ accreditation per Title 30 Texas Administrative Code Chapter 25 is required for all matrices, methods, and parameters. The price form requires fully-loaded, firm, fixed prices for over 200 individual analytes and grouped testing categories, with all costs all-inclusive of materials, equipment, labor, preparation, extraction, cleanup, and disposal.
The estimated contract value is $1.12 million over five years. The contract commences September 1, 2026, through August 31, 2027, with potential for four additional one-year renewal periods. Pricing is fixed for the entire contract term with no annual adjustments unless pre-approved in writing by the TCEQ Contract Manager. TCEQ will cover sample shipping costs. TCEQ will not pay rush fees, after-hours fees, emergency turnaround time fees, or honor invoice minimums.
Evaluation criteria allocate 10 points for organization, 15 points for qualifications and key personnel, 20 points for past performance, 35 points for sample work plan (pass/fail basis), and 20 points for price, totaling 100 points. Written questions are due March 6, 2026, at 3:00 p.m. Central Time. A non-mandatory pre-proposal conference is scheduled for March 3, 2026, at 11:00 a.m. Central Time via Microsoft Teams. The pre-proposal conference presentation and attendee roster are available in Addendum 1. Addendum 2 contains Q&A responses. The HUB Subcontracting Plan courtesy review deadline is March 10, 2026, at 12:00 p.m.
