About this file

This is Addendum 1 to a Request for Proposal (RFP) issued by the Texas Commission on Environmental Quality (TCEQ) for Laboratory Analysis Services (Solicitation 582-27-00030). The addendum transmits materials from the Pre-Proposal Conference held on March 3, 2026, including the presentation slides and attendee roster. The solicitation seeks laboratory analysis services for routine and emergency samples across five program areas: wastewater, public drinking water, municipal solid waste, industrial hazardous waste, petroleum storage tanks, and emergency response. Required services include sample receipt and acceptance/rejection, analytical procedures, sample holding time management, preventive equipment maintenance, data review and quality control, data reporting and analysis, results billing, and 24-hour, 7-day-a-week availability. Vendors with laboratory networks are preferred but not required, and respondents must be capable of performing all analyses either in-house or through accredited subcontracted laboratories. The deadline for submitting written questions is March 6, 2026, at 3:00 PM Central Time, and proposals must be submitted by March 23, 2026, at 3:00 PM Central Time via TCEQ's File Transfer Protocol Secure (FTPS) Server as a single searchable PDF with a separate Excel price form. The HUB Subcontracting Plan courtesy review deadline is March 10, 2026, at 12:00 PM. Multiple awards are anticipated.

The evaluation criteria allocate 10 points for organization, 15 points for qualifications and key personnel, 20 points for past performance, 35 points for sample work plan, and 20 points for price, totaling 100 points maximum. The sample work plan is evaluated on a pass/fail basis. TCEQ will not pay rush fees, after-hours fees, or emergency turnaround time fees, and invoice minimums are not permitted. Respondents must comply with the VetHUB (Veteran Heroes United in Business) program requirements, with TCEQ's current procurement utilization goal set at 1.0% for the Professional Services category. Respondents must submit a HUB Subcontracting Plan and demonstrate good faith effort in subcontracting opportunities. Additionally, Executive Order GA-48 certification requirements prohibit involvement with entities listed under Section 889 of the 2019 National Defense Authorization Act or those controlled by foreign adversaries. Respondents must review and address any objections to the sample contract terms and insurance requirements in their proposals.
