About this file
This Addendum 2 document is a Questions and Answers response issued by the Texas Commission on Environmental Quality (TCEQ) for Request for Proposal Solicitation 582-27-00030 for Laboratory Analysis Services. The proposal due date is March 23, 2026, no later than 3:00 p.m. Central Time. The RFP seeks laboratory analysis services with a total contract value of $1,120,000 over five years to be divided among selected vendors. TCEQ anticipates awarding the contract to no more than five laboratories that meet the qualifications. The contract will cover all areas and regions, and laboratories must be capable of performing various analyses including metals, PFAS, SVOCs, and other environmental testing parameters with appropriate NELAP accreditation for their respective method and matrix combinations.
The contract is a follow-up to previous TCEQ laboratory contracts (582-22-34873 and 582-22-34874), with two incumbent laboratories currently providing services. Historical spending shows $76,000 in the previous contract year, with annual spending under the current contract of $23,774 (FY23), $42,148.51 (FY24), and $41,673 (FY25). TCEQ will cover shipping costs for samples sent to contract laboratories. The contract requires vendors to submit a HUB Subcontracting Plan demonstrating good faith effort to utilize VetHUB subcontractors, with documentation required showing outreach to available certified vendors. Laboratories must provide weekly reports and progress assessment reports with invoices, and TCEQ-specified quality control samples are not billable units. Vendors should use the provided locked price form for final submission, with pricing required for group metals analysis and individual metal analyses as specified.

Date: February 21, 2026 Type of Solicitation: Request for Proposals (RFP) Name of Solicitation: Laboratory Analysis Services Solicitation Number: 582-27-00030 Class 926, Item 42, 85; Class 961, Item 48; Class 962, Item 22;

Class 989, Item 24, 75, 91; Class 992, Item 31
• Searched for these listed Class and Items on CMBL:
Search found 3 vendors, 3 are VetHUBs, Includes 0 Inactive Vendors Search Condition : SearchType=VetHUBs On CMBL,Section1 Class Code=962,Section1 Item(s)=(42),Section2 Class Code=961,Section2 Item(s)=(48,22),Section3 Class Code=989,Section3 Item(s)=(24,75,91)
TCEQ Response: The HUB Subcontracting Plan (HSP) must demonstrate that the Respondent developed it in good faith. For each part of the work that the solicitation identified as a probable subcontracting opportunity and each part of the work that the Respondent actually intends to subcontract, he/she must demonstrate its good faith development of a HUB Subcontracting Plan by a method described in 34 Texas Administrative Code (TAC), Rule §20.285. The Respondent must use the Centralized Master Bidders List (CMBL) to search for VetHUBs.
For the HUB Solicitation Method (Good Faith Effort Method B), the HUB Subcontracting Opportunity Notification Form states that the notice of subcontracting opportunities to at least three Texas certified HUBs (now VetHUBs) must be to those who “work within the respective industry applicable to the subcontracting opportunity.” We understand that there might not be active VetHUBs for certain subcontracting opportunity(ies). If there are no VetHUBs or fewer than three VetHUBs listed in the CMBL for the relevant service/product, the Respondent must document that by taking a screenshot of their CMBL search results and submitting it with their HSP package. The Respondent must outreach to all VetHUBs available for that subcontracting opportunity, if there are fewer than three.

3. Who is currently awarded for this previous contract and for what areas/regions?
TCEQ Response: All areas/regions are covered by the contract. The incumbent names can be found via the LBB link and contract numbers listed in the response for 2a.
3a. Is there a tabulation available for the previously awarded contract showing participants and bid values?
TCEQ Response: This data would need to be requested through a Public Information Request (PIR).
4. Is it possible to get an unlocked version of the price form to assist with proposal preparations with the understanding that the locked version must be used for the final submission?
TCEQ Response: To maintain the integrity of the document, only the response fields are typically unlocked.
However, a fully unlocked version of the price form will be posted on the ESBD titled: 582-27-00030_Price- Form_UNLOCKED. The locked version must be used for the final submission.
4a. If our method does not match what is specified in column B of the price form, but is the method that we are certified by TCEQ for – will that be suitable? (for example SVOCs in row 155 of the price form lists 8270E – we would use 8270D which we are accredited for.
TCEQ Response: Samples may be analyzed using methods other than those listed on the Price Form.
However, the laboratory 1) must be NELAP accredited for method/matrix/parameter combination if accreditation is offered, and 2) the laboratory must be able to achieve the project specifications in the QAPP routinely (i.e. reporting limit, precision, bias). List the method in the "Method Responder will use" column.

7. What can we search on the CMBL website to locate qualified labs within the RFP scope?

The Respondent is able to search the Class/Item Code in the Centralized Master Bidders List (CMBL) to find vendors. Please, see response related to satisfying HUB requirement for a solicitation if vendors are not found.
