About this opportunity
The Maryland Port Administration is requesting proposals for agency-wide paving at all marine terminals in Baltimore under a not-to-exceed contract value of $10,000,000, with proposals due September 15, 2026 at 2:00 p.m., and a pre-proposal conference already held August 13, 2026. A 15% Minority Business Enterprise subcontracting goal and a 2% Veteran-owned Small Business Enterprise subcontracting goal apply; this is not a small business reserve.
The scope spans asphalt and concrete removal, pavement milling, base-course installation, bituminous overlays, slurry seal coating, joint and crack sealing, pavement markings, manhole and inlet reconstruction, curb and gutter removal, traffic maintenance, sediment and erosion control, and associated site work across Dundalk Marine Terminal, North Locust Point, Fairfield, South Locust Point, Masonville, Hawkins Point, and World Trade Center Building. Work references Maryland State Highway Administration Standard Specifications (July 1, 2022 edition) and OSHA requirements. Prime contractors must demonstrate at least ten years' experience on similar-scope paving projects, provide references from five comparable projects, and secure a binding letter of commitment from a Hot Mix Asphalt supplier within a 20-mile radius of Dundalk Marine Terminal. All waterfront personnel require Transportation Worker Identification Credentials (TWIC Cards) and MPA identification badges. Key staffing includes a Project Manager with 15 years' construction management experience, a Construction Superintendent with 10 years' heavy construction experience, and a dedicated Health and Safety Officer with 5 years' safety experience. Contractors must comply with chromium ore processing residue (COPR) contaminated-material handling requirements under a site-specific health and safety plan and maintain insurance including Commercial General Liability ($2,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limit), and Umbrella Liability ($10,000,000).
The contract term is 1,095 calendar days from Notice to Proceed, with liquidated damages of $1,433 per day for incomplete work. Evaluation is 70 points for lowest total price and 30 points for margin percentage on added or changed work. A 5% proposal bond is required. Questions were due August 20, 2026 at 3:00 p.m. Award requires Maryland Port Commission and Board of Public Works approval.
