About this file

This is a technical specification document for Contract No. 524048, an agency-wide paving project administered by the Maryland Port Administration (MPA) at marine terminals in Baltimore, Maryland. The contract encompasses comprehensive pavement work including asphalt and concrete removal, pavement milling, base course installation, asphalt and concrete paving, pavement markings, joint sealing, track installation and removal, traffic maintenance, sediment and erosion control, and site-specific health and safety measures. The scope includes mobilization and demobilization, maintenance of traffic throughout operating marine terminals, handling of chrome-contaminated materials, railroad demolition and removal, and general site work. The contract is structured with multiple line items on a Price Proposal Form, including unit prices for various depths of pavement milling, concrete and asphalt removal, and track work, along with lump sum and allowance items for contingencies such as paving-related unanticipated additional work (Item 1001), test pavements (Item 1006), and ponding-related additional work (Item 1008). The specifications reference Maryland Department of Transportation State Highway Administration standards, American Railway Engineering & Maintenance of Way Association guidelines, and OSHA requirements.

No specific bid due date, award date, or contract term length is provided in this technical specifications exhibit. Compensation is structured through unit prices and lump sum allowances with no separate payment for mobilization, demobilization, or traffic maintenance, which are considered incidental to other contract items. Payment for unanticipated work is negotiated between the contractor and engineer or performed on a Force Account basis per General Provisions GP-9.02. The contract includes provisions for chrome ore processing residue (COPR) contaminated material handling with costs covered under allowance Item 2006, requiring contractor coordination with the MPA's Office of Environmental Quality. A Site-Specific Health and Safety Plan (Item 1009) is required with payment split 50 percent upon approval and the remainder prorated over the contract duration. The contractor must maintain insurance, provide a qualified Health and Safety Officer, and comply with federal, state, and local environmental and safety regulations. The contract allows the MPA to divide the project into separate, independent projects for its own convenience without additional compensation to the contractor for multiple mobilizations.

SECTION 02050

PAVEMENT MILLING

A. This item shall consist of the variable depth, width, and length milling and cleaning of asphalt surfaces. If required by the Engineer, milling may also be required to remove contaminated asphalt surfaces, to remove surface irregularities, or to prepare surfaces for other work. The work shall be accomplished in accordance with these specifications, at locations and in close conformity to the details provided by the Engineer.

1.2 GENERAL CONDITIONS

A. It is the intent of this item to effect the complete removal and disposal of pavement material within the limits delineated and at locations required by the Engineer. All materials of other nature which would be an obstruction to the completion of the work, shall be removed and reset or disposed of, as directed by the Engineer, as if they were specifically enumerated herein, and shall be considered incidental to this item.

1.3 RELATED SECTIONS

B. Section 02746 Asphalt Pavements

C. Section 02751 Concrete Pavements

A. The Maryland Department of Transportation State Highway Administration, Standard

Specifications for Construction and Materials, and all current supplements, unless specified otherwise by the Engineer.

A. The pavement surface shall be removed to the depth, width, length, grade, and cross section as directed by the Engineer. The existing cross slope gradient and longitudinal gradient shall be maintained unless noted otherwise.

02050-2

B. The construction operation shall be scheduled and proceed in a manner that produces a uniform finished milled surface with a neat uniform right angle cut at the sides and ends of the milled section. Milling will be accomplished in a manner that while provide positive lateral drainage by maintaining a constant cross-slope between milling extremities.

C. The entire area designated by the Engineer shall be milled until the pavement surfaces result in a surface that conforms to the typical section and cross section requirements directed or specified. The milling process shall produce a pavement surface that is true to grade with uniform texture. Fill all depressions, potholes, and other irregularities using an approved, compatible asphalt mix after the milling is complete as directed by the Engineer.

D. Pavement planning operations shall be referenced from the existing pavement surface or an independent grade control in all areas designated for milling. If independent grade control is required (at the direction of the Engineer), the independent grade control shall be established and maintained by the Contractor in a manner acceptable to the Engineer, and the final position of same shall be acceptable to the Engineer.

E. For each repair area that requires milling a test section of an area determined by the

Engineer will be required prior to the Engineer's authorization for full production.

Should the milling equipment fail such test sections, the machine shall be immediately removed and replaced with another machine. All interfaces of milled areas with existing pavement to be retained shall be vertical (including stop and start points). At interface areas of manholes where the pavement cannot be removed a method approved by the Engineer shall be employed.

F. The transverse and longitudinal slope of the pavement shall be uniform to a degree that no depressions or misalignment of slope greater than 5/8-inch in 10 feet are present when tested with a 10 feet straightedge.

G. The Contractor shall establish positive means for removal of milled residue. Solid residue shall be removed from pavement surfaces immediately. Residue shall not be permitted to flow into drainage facilities. The Contractor shall protect all inlets and similar structures from pollution by an approved method at his/her expense.

H. Exposed interface of milled areas with existing pavement that are to be opened to traffic or when directed by the Engineer, shall be protected by construction of bituminous asphalt transition surfaces by a method approved and acceptable to the Engineer at no cost to the Owner.

3.2 CLEANING OPERATIONS

A. Equipment for use in the pavement cleaning operation shall consist of a rotary pick-up sweeper, a construction sweeper and a water tanker.

02050-3

B. Immediately after the pavement surface has been milled to the depth directed or shown on the plans, and the milling debris has been removed, the pavement surface shall be cleaned of all dust and debris. The milled area shall first be swept with the rotary pick-up sweeper, followed by the construction sweeper. Next, the tanker shall place water at the pavement's crown. Then the construction sweeper shall move the water and dust to the edge of the pavement. Each piece of equipment shall make as many passes as necessary to clean the pavement to a dust and particle free condition, to the satisfaction of the Engineer.

C. In the event milling is to be followed by paving, immediately prior to placing any pavement material over the milled areas, the pavement shall be swept with the construction sweeper.

D. Debris removed by the pick-up sweeper and all other excess material shall be properly disposed of off Administration property.

E. Cleaning operation shall be conducted in such a manner as not to blow dust and debris towards buildings, cargo, vessels, public, or other working personnel. Damage inflicted on any property as a result of the Contractor's operations shall be repaired to the Administration’s satisfaction. Upon the Contractor's failure to meet the cleaning operations and repair of damages, the work shall be done by others at the Contractor's full expense.
