About this opportunity

The Michigan Department of Corrections is requesting proposals for Phase 2 electrical upgrades at the Kinross Correctional Facility and co-located Newberry Regional Treatment Facility in Kinchloe, under solicitation 472/26238.RWG, with proposals due September 2, 2026. The State of Michigan offers a 10% pricing preference for Service Disabled Veteran Owned Businesses meeting SDVOB eligibility requirements under Michigan Public Act 91 of 2005.

The scope encompasses comprehensive medium-voltage and low-voltage electrical system upgrades including demolition of existing infrastructure, installation of new pad-mount transformers ranging from 75 kVA to 500 kVA, pad-mount switches, underground and overhead conduit systems, primary and secondary feeders using 15kV shielded copper wire, and branch circuit modifications across multiple buildings (Tech Building, Maintenance Building, MSI Building, Admin Building, Warehouse Building, and a new Training Center). All work must comply with the National Electrical Code and Michigan electrical codes. The base bid schedule comprises 13 lump-sum line items covering transformers, switchgear, site restoration, electrical demolition, arc flash work, mobilization, bonds, warranty, and as-built documentation, plus two $250,000 allowance amounts for contingency. Addendum #2, issued August 25, 2026, added two new transformer line items (225 KVA for the Powerhouse and 75 KVA for the Admin building) and updated panelboard specifications and electrical drawings.

Site conditions require pre-bid site walks to determine exact work scope. All electrical outages are limited to a maximum of two hours, with portable generators required for extended shutdowns to maintain perimeter detection, video management, and life safety systems. Outages must be coordinated minimum two weeks prior with MDOC leadership. Underground conduit installation requires hydrovac excavation and directional boring, with GPRS surveys completed before any excavation. Contractors must submit shop drawings for approval prior to installation. Individuals requiring access to secure perimeters must complete a LEIN (Michigan Law Enforcement Information Network) criminal history screening and clearance by MDOC personnel. All bidders must acknowledge receipt of Addendum #1 and Addendum #2 in their proposals.
