About this file

This is an informational document from the State of Michigan Department of Technology, Management & Budget (DTMB) outlining the Service Disabled Veteran Owned Business (SDVOB) Preference program for state contracts. The document details Michigan's commitment to providing pricing preferences for businesses owned by service-disabled veterans who bid on State of Michigan projects. To claim the 10% pricing preference, bidders must demonstrate SDVOB status by submitting proof of service and discharge conditions via DD214 or equivalent documentation, proof of service-connected disability through a DD214 or VA Rating Decision Letter, and proof of business ownership through appropriate legal documents. Alternatively, the state accepts National Veterans Business Development Council (NVBDC) certification as verification of eligibility under certain conditions. The state does not pre-certify SDVOB businesses and does not recognize federal CVE database certifications or SBA VetCert designations.

The SDVOB preference defines qualified businesses as those 51 percent or more owned by one or more veterans with a service-connected disability, where service-connected disability means a disability incurred or aggravated during active military, naval, or air service as defined in 38 USC 101(16). This preference is established under Michigan Public Act 91 of 2005 and applies to all State of Michigan contract opportunities. Interested veterans and SDVOB firms should reference the SDVOB Preference Fact Sheet and the Michigan DTMB website for additional detailed information regarding program requirements and application procedures. The related contract opportunity referenced is for Electrical Upgrades Phase 2 at Kinross Correctional Facility in Michigan (472/26238.RWG).

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
