The Michigan Department of Technology, Management & Budget, State Facilities Administration is requesting sealed bids for roof replacement work at the Women's Huron Valley Correctional Facility (WHVCF) Prisoner Services Building and Fieldhouse in Ypsilanti, Michigan, with bids due July 8, 2026 at 2:00 p.m. Eastern time. A mandatory pre-bid meeting and facility tour occurred June 15, 2026 at 10:00 a.m. A 10% pricing preference under Michigan Public Act 91 of 2005 is available to Service-Disabled Veteran-Owned Businesses that provide required documentation (DD214, proof of service-connected disability, and proof of 51% ownership). All bidders over the $100,000 threshold must include a Michigan-Based Business Certification Form.

The scope encompasses removal of existing roofing systems and installation of new rigid insulation (minimum R-Value 30), EPDM membrane on low-slope areas, and standing seam metal panels on steep-slope sections at both buildings. The PSB requires approximately 13,650 square feet of EPDM and 15,000 square feet of standing seam roofing plus 3,400 square feet of mansard panels. The Fieldhouse requires approximately 14,000 square feet of EPDM, 7,600 square feet of standing seam roofing, and 2,700 square feet of mansard panels. Work includes new masonry through-wall flashing, penetration and edge flashings, and exterior roof access ladder installation. Alternate No. 1 offers a deduct option for roof system recovery on select sections. Standing seam panels must be 18-inch-wide striated 24-gauge minimum steel with Kynar 500 coating, with approved manufacturers including Una-Clad, Medallion-Lok, Cee-Lock, and DMC 175S Profile. Roofing systems must carry a 20-year labor and material warranty and a 25-year paint finish warranty.

Contract performance is 170 calendar days from Notice-to-Proceed, anticipated August 2026 start. Liquidated damages are $1,000 per calendar day for failure to achieve substantial completion. Bid security of 5% of Base Bid is required. The contractor must obtain all required permits, provide 100% onsite supervision, and ensure all staff comply with MDOC security clearance requirements including LEIN requests. Questions were due June 25, 2026. Addendum No. 1 was issued June 15, 2026; Addendum No. 2 was issued June 29, 2026, modifying EPDM quantities and adding approved roofing manufacturers. Award will be made to the lowest responsive and responsible bidder based on price and qualitative evaluation of the three lowest proposals.
