About this opportunity

The State of Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration is procuring construction and installation services for a comprehensive paging system upgrade at Central Michigan Correctional Facility located in St. Louis, Michigan (File #472/23434.CTS). The scope of work includes the design and installation of a new audio paging system throughout the facility to support distribution of announcements, tones, and emergency messages via a secure Ethernet network, encompassing installation of new audio distribution equipment, audio amplifiers, cabling, speakers, and microphones across approximately 20+ distinct buildings. The contractor must remove all existing speakers and cabling, patch ceilings and holes, configure the existing Ethernet network infrastructure, and remove existing paging equipment and underground cabling from the East side of the facility. Deliverables include comprehensive shop drawings, submittals, as-built drawings, complete system training, and a one-year warranty on all work and equipment with extended manufacturer warranties on cabling systems for a minimum of 15 years. The mandatory pre-bid conference and facility tour is scheduled for August 23, 2024, at 10:00 AM at 8201 N. Croswell Road, St. Louis, Michigan 48880, with questions accepted until August 30, 2024, at 2:00 PM ET submitted to bids@commtechdesign.com. Electronic bids must be submitted through the SIGMA VSS website by September 11, 2024, at 2:00 PM ET, with a contract completion period of 210 calendar days from the Notice to Proceed and liquidated damages of $500.00 per calendar day for delays beyond Substantial Completion.

Bidders must submit a five percent bid guarantee and comply with prevailing wage requirements for skilled trades, including electricians and laborers. All bids exceeding $50,000 require performance and payment bonds, and vendors must submit LEIN (Michigan Law Enforcement Information Network) Request Forms (CAJ-1037) five business days prior to the pre-bid walkthrough to authorize criminal history background checks for facility access. The contractor must comply with all applicable codes including the Michigan State Construction Code and National Electrical Code, obtain all necessary permits and inspections, and ensure builders risk insurance coverage. The project includes a Base Bid for the paging system upgrade with three provisional allowances totaling $113,000: a $35,000 contingency allowance, an $8,000 hydrovac allowance, and a $70,000 HVAC allowance, all of which must include bonds and insurance.
