About this opportunity

The Texas Workforce Commission is requesting bids on an acSoft ServiceNow Power BI Connector under IFB 3202600219, with bids due July 24, 2026 at 10:00 a.m. Central Time. Bidders with a VPTS (Vendor Performance Tracking System) overall score of "D" or below are disqualified. Texas preference categories apply under 34 TAC 20.306 for goods and services produced or offered by Texas-based entities, service-disabled veteran-owned businesses, agricultural products, recycled or environmentally sensitive materials, and energy-efficient products where applicable.

The scope is a software connector that extracts, transforms, and loads data from ServiceNow into Microsoft Power BI. Required features include the ability to export any ServiceNow tables and fields; support unlimited data sources and exports; offer advanced filtering and permission settings; support dot-walking for reference data; enable incremental refresh capability; provide Power Query support; and include pre-typed data formatting. The connector must conform exactly to these specifications per Texas Government Code Section 2155.067.

The contract term begins August 15, 2026, or the fully executed contract date (whichever is later) and runs twelve months, with TWC retaining the right to extend for one additional option period not to exceed one year. Historical compensation for similar contracts was $25,333.33 per fiscal year; TWC reserves the right to adjust based on funding availability. Pricing must be firm and constant throughout the contract term and any renewals or extensions, with all costs considered all-inclusive. The contract is contingent upon continued availability of funding and may be terminated if appropriations are reduced or eliminated.

Bidders must submit Form 1 (Execution of Bid), Form 2 (Cost Sheet), Form 3 (TWC 1020 Substitute W-9 and Direct Deposit Form), and if applicable, a redacted Public Information Act copy. All responses must be signed and include any addenda. Bids are submitted electronically to VendorProposals@twc.texas.gov. The notice of intent is anticipated in August 2026. All work products, deliverables, source code, and documentation are owned exclusively by TWC. TWC reserves the right to cancel, make partial awards, or decline to award at its sole discretion.
