About this opportunity
Boulder County Building Services, a Division of Public Works, is soliciting competitive sealed bids to furnish interior doors, frames, and hardware for the Boulder County Community Hub located at 2525 28th Street, Boulder, Colorado. The procurement encompasses all interior steel door frames, vision lite frames, window frames and trim, flush wood doors, and associated door hardware as detailed in the project specifications and architectural drawings, with all glazing in flush wood doors to be factory installed; Boulder County will be responsible for installation of all supplied materials. The project is pursuing LEED v4 Gold certification and requires compliance with the 2024 International Building Code and applicable Colorado codes and local amendments. Bidders may submit product substitutions for non-basis-of-design items provided they meet all specified quality, capacity, and performance requirements, and substitution requests must be submitted with bid questions without requiring a formal substitution request form. The bid deadline is April 17, 2026, with a public bid opening scheduled for 3:00 p.m. on that same date via Microsoft Teams video conference; bids must be submitted to the Purchasing email address by the specified deadline and must remain irrevocable for thirty days following bid opening. A pre-construction meeting of approximately one hour will be scheduled by the BCBS Project Manager prior to project commencement, and work hours are designated as Monday through Friday, 6:30 a.m. to 3:30 p.m., with no work permitted on weekends, nights, or Federal holidays without written County approval. Award will be made based on best value, not price alone, and Boulder County reserves the right to reject any or all bids.
The solicitation documents do not identify any set-aside designations or restrictions limiting responses to specific enterprise categories, disadvantaged businesses, or minority-owned firms; however, all bidders must comply with Americans with Disabilities Act and Equal Opportunity requirements and must provide a W-9 form with their proposal. Bidders are required to submit bid security equal to 5 percent of the bid amount in the form of either a surety bond or bank cashier's check, with a scanned copy included in the bid submittal and the original postmarked by the bid deadline. Successful bidders must secure all required trade permits and submit a Colorado state tax exemption form (DR 0172) to gain sales and use tax exemption; no insurance is required for this contract, significantly reducing compliance burdens. The bid documents do not specify incumbent vendors or current contractors, nor do they identify an explicit contract award value or budget range; however, the project is a substantial 39,560-square-foot, two-story non-residential office tenant improvement and roof replacement for Boulder County. Pricing must be submitted as a lump sum dollar amount for all deliverables, with payment terms established on a time-and-materials basis following award, and for contracts exceeding $150,000, retainage shall not exceed five percent with final payment contingent upon County acceptance and satisfaction of all work requirements.
