About this opportunity
The Executive Office of Health and Human Services (EOHHS), on behalf of the Commonwealth of Massachusetts Department of Developmental Services (DDS), is issuing an RFI for an AI-driven Incident Prevention Monitoring System (IPMS) at the DDS Hogan Regional Center, with responses due October 1, 2026 by 3:00 p.m. This is an information-gathering exercise only; no contract award will result, and responding provides no advantage in future procurements.
The scope is a real-time incident detection system deployed across approximately 60 existing security cameras on the facility campus. The system must detect physical aggression, conflict, and other safety-related incidents without using facial recognition or storing personally identifiable information. Deployment may be on-premises or cloud-based; the Commonwealth retains exclusive data ownership in customer-owned cloud environments. Vendors must demonstrate prior effectiveness with individuals with intellectual disabilities and autism spectrum disorder.
Core capability requirements include configurable alert routing, scalable dashboard functionality, extensive reporting and search capabilities, and role-based access controls. The solution must comply with HIPAA, Massachusetts privacy law, and federal security standards. Vendors must address responsible AI governance, including bias monitoring, performance validation, human-in-the-loop review processes, and explainability frameworks to ensure fair and accurate detection outcomes.
Responses must include structured artifact packages documenting solution architecture, product capability matrices, camera compatibility, and detection performance evidence. Vendors should provide a five-year total cost of ownership estimate and implementation plan, detailing licensing models and one-time versus recurring costs. Proprietary source code, confidential training datasets, and protected information are excluded. All responses become public record under Massachusetts law, though trade secrets and commercial information may be kept confidential as permitted. Responses are submitted via email to Elodia Johnson-Riche, Procurement Coordinator. EOHHS retains the right to request formal presentations or additional clarification during review.
