A 30 percent participation goal with minority-owned and women-owned business enterprises (M/WBE) applies through best efforts.

Services encompass installation, repair, replacement, and maintenance of electrical distribution systems, panels, breakers, wiring, lighting, controls, and related components across ten HAPGC housing communities serving approximately 396 units, including high-rise buildings, townhouses, row houses, and single-family homes. Contractors must hold a current Maryland State Master's Electrical License, maintain 24-hour dispatch service, carry minimum Commercial General Liability insurance of $1,000,000 per accident / $2,000,000 aggregate, and provide a one-year warranty on all work.

The contract runs two consecutive years (July 1, 2026 through June 30, 2028) with three additional one-year option extensions, subject to satisfactory performance. Pricing is submitted on an hourly rate basis for Maryland Licensed Master Electricians, Journeyman Electricians, and Apprentices, with separate rates for business hours (9:00 a.m. to 5:00 p.m., Monday-Friday), non-business hours, and emergency work, plus materials at actual cost plus markup percentage. All labor costs must comply with Davis-Bacon Act prevailing wage rates for Commercial work in Prince George's County Maryland, with weekly certified payrolls required.
